Org. Setting and Reporting ITC supports micro, small and medium-sized enterprises (MSMEs) in developing and least developed countries to access international e-commerce through training and coaching on appropriate skills and processes to overcome the many barriers which may prevent them taking part in online trade. Launched in 2016, the former “E-solutions Programme”, now “ecomConnect Programme”, has shown how MSME’s may be accompanied in building their capability to select and prepare products, manage inventory, enter online marketplaces and organize promotional activities.

Responsibilities Under the overall guidance of the Chief, Sector and Enterprise Competitiveness, and the direct supervision of the Head Digital, Markets, and Connectivity, the Associate Programme Officer will be responsible for the following duties:

  • Works with key clients to facilitate the development, implementation and evaluation of assigned projects.; monitors and analyzes specific aspects of project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting data and other information required for the preparation of capacity development projects in the area of e-commerce development.
  • Participates in survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
  • Provides administrative and substantive support to consultative and other meetings events, and conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, and handling logistics.
  • Undertakes outreach activities; participates in the development of training workshops; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents.
  • Performs other duties as required.

    Competencies - PROFESSIONALISM: Knowledge of e-commerce. Awareness on digital trade global and regional trends and SMEs capacity building in digital trade is an asset. Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

  • COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

  • TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Education A first-level university degree in business administration, management, economics or a related field.

Applicants who have completed an advanced level university degree (Masters or equivalent) in business administration, management, economics or a related field may be considered with 2 years of qualifying experience.

Work Experience A minimum of four years of relevant experience in project/programme management, administration or related area is required.

Experience with projects aimed at entrepreneurship development in e-commerce is desirable

Experience working with Central Asian, Middle East and North Africa countries is desirable

Experience within the UN common system is desirable.

Online community management experience is desirable.

Languages For the position(s) advertised, fluency in both English and Arabic is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
