Org. Setting and Reporting The Office for Latin America and the Caribbean (OLAC), as a geographical section of the Division of Country Programmes (DCP), is responsible for defining the ITC strategy in the region, either for individual countries or at the sub-regional and regional levels. OLAC is also responsible for coordinating all ITC interventions, including the work of ITC technical sections in the region. The “Support to Business Friendly and Inclusive National and Regional Policies and Strengthening Productive Capabilities and Value Chains” Programme aims to complement the European Union support for private sector development in ACP countries, under the context of the joint ACP-EU Programme for ACP Private Sector Development Support, adopted by ACPEU Council of Ministers in Nairobi in 2014, and is financed from the 11th European Development Fund. With major focus on the development of agriculture and agri-business value chains, the Programme is designed to achieve two key outcomes: (1) adopting and implementing business-friendly, inclusive and responsible national policies and legal frameworks, and (2) strengthening productive, processing, promoting and marketing capabilities and value chains. ITCs is collaborating with UNIDO and the World Bank in the implementation of the program. ITC will lead the implementation of the micro pillar level of the Programme, which will focus on two core themes: 1) Promoting inclusive productive and commercial Alliances and investment to strengthen VC governance and MSME competitiveness; and 2) Increase small farmers and processors value addition, productivity and competitiveness.

Responsibilities Under the direct supervision of the Programme Manager of EU-ACP Business Friendly Programme, the general guidance of the Head Inclusive Agribusiness Systems and the Senior Trade Promotion Officer (OLAC), the Associate Programme Officer will be responsible for the following duties:

  • Works with key regional partners and national institutions to facilitate the development, implementation and evaluation of assigned programmes; monitors and analyzes specific aspects of programme and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Provides substantive support for monitoring and evaluation functions, including the review and analysis of emerging issues and trends, participation in programme evaluations.
  • Assists in performing advisory assignments, in collaboration with the programme partners, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the partners/beneficiaries will use to manage the change.
  • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Participates in field missions to intervention partners and observe progress, with a focus on ensuring quality. Maintain close liaison with the implementing partners in Gabon.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Coordinates activities related to budget planning and reporting (programme preparation and submissions, progress reports, financial statements, etc.).
  • Performs other duties as required.

  • PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of two years of experience in project/programme management, administration or related area is required

    Experience with trade related technical assistance projects in the region and working with programmes funded by the European Union is desirable.

    Languages For the position(s) advertised, fluency in English and French required. Knowledge of a local language of the west or central African region is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
