Org. Setting and Reporting This position is located in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The incumbent will report to the Senior Programme Officer (Law Enforcement) at the Programme Office in Côte d'Ivoire of ROSEN in Abidjan.

Responsibilities Within assigned authority, the Associate Programme Officer will be responsible for the following specific tasks:

  • Provide substantive and backstopping support for assigned law enforcement programmes and projects in ROSEN with a focus on pharmaceutical trafficking; contribute to the development and implementation of programmes in full compliance with the overall substantive and operational guidelines established by UNODC; be responsible for providing technical assistance and support to capacity-building programmes in the region under the framework of the respective Regional/Country Programmes.

  • Support the ROSEN Law Enforcement unit in the implementation, monitoring and technical backstopping of global, regional and national ongoing/pipeline programmes, projects; assist in monitoring and analyzing programme/project development and implementation; assist in drafting programme/project proposals and review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; provide support in monitoring substantive progress and results of regional/country programmes and/or projects, through review of field office performance/progress reports; with a specific focus on pharmaceutical trafficking.

  • Assist in elaborating and appraising proposals for drug and crime programmes, sub-programmes and projects by participating in programme/project planning with Government officials and other partners; assist in identifying/recommending funding possibilities, with a focus on pharmaceutical trafficking.

  • Contribute to the preparation of various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; prepare briefing notes and summary reports on the country/region for the ROSEN Representative, senior management, and senior official visitors to UNODC and for country and regional consultations with donors, as well as for other major UNODC events.

  • Provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; undertake outreach activities; conduct training workshops and seminars; make presentations on assigned topics/activities.

  • Participate in field missions, draft mission summaries. Interact with external consultants, government officials and other parties. Support actions related to maintaining the flow of information on project- and programme-related matters. Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).

  • In the context of the global development and implementation of the UNODC strategy against pharmaceutical trafficking provide assistance in liaising between different field offices and UNODC HQ, coordinating with other UNODC projects (e.g. Container Control Programme (CCP), Strengthening Criminal Investigation and Criminal Justice Cooperation along Drug Trafficking Routes (CRIMJUST), West Africa Coast Initiative (WACI), etc.); participate in meetings with stakeholders, contribute to the advocacy and visibility of pharmaceutical trafficking in relevant fora.

  • Perform other work-related duties as assigned.

Has knowledge of international drug and crime control and prevention issues, as well as of the UNODC mandates. Is able to deal with multiple tasks under tight deadlines and work pressure. Has excellent drafting skills and a demonstrable capacity to produce high quality concept notes, reports and briefings, under time pressure. Education An advanced university degree (Master’s degree or equivalent) in criminal law, judicial affairs, political sciences or international relations is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of professional experience in technical cooperation, programme management or public administration in the areas of drug and crime control OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Work experience in programme/project formulation, development, implementation and monitoring is required.

Work experience in the area of crime prevention and criminal justice is desirable.

Work experience within the United Nations system or similar international organizations is desirable.

Work experience in the West and Central African region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of other United Nations official languages is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice This temporary position is available from 1 June 2022 to 30 April 2023. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member from the United Nations Secretariat, the selection may be administered as a temporary assignment.
