Org. Setting and Reporting This position is located in the Office of Secretary-General’s Envoy on Youth.

The Office of the Secretary-General's Envoy on Youth plays a lead role in the UN's advocacy efforts on youth development, focusing on raising international awareness of and bringing attention to youth issues, and promoting stronger youth participation in setting, implementing and evaluating the various development frameworks and processes. In doing so, numerous platforms to advocate for a stronger youth agenda at the national, regional and international levels are being utilized. To advance the global youth agenda, the building and strengthening of partnerships with a multitude of stakeholders is core to the work of the Office of the Secretary-General's Envoy on Youth, which engages with numerous UN System partners, Member States, the private sector, academic institutions, parliamentarians, media and civil society, including youth-led organizations.

The focus of these jobs is to support the UN’s Climate Change agenda through mobilizing and engaging young people for climate action with regards to the operationalization of the SG’s Youth Advisory Group on Climate Change. The Associate Program Officer will work closely with the existing youth structures, movements and networks working in this area with an end goal of advancing the Secretary-General’s vision on climate change and SDGs.

The incumbent reports to the Secretary-General’s Envoy on Youth. This position is available immediately for a period of up to six (6) months with the possibility for extension.

Responsibilities Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

•Supports the establishment and operations of the Secretary-General’s Youth Advisory Group on Climate Change in support of the UN Youth Strategy. •Ensures that the content produced within the project promotes the rights of young people with disabilities and encourages their participation in the project activities, meetings and engagements in the context of climate change. •Carries out basic research on selected aspects of youth and climate change, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. •Supports the implementation and follow-up to the Kwon-Gesh Pledge aimed at meaningful youth participation in climate change related policy discussions. •Provides substantive support for policy coordination and evaluation functions, including innovative approaches to advocacy and programming along with the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. •Assists in planning and facilitating workshops, meetings and conferences through other interactive sessions and assisting in developing action plans for activities for the Youth Advisory Group. •Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. •Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. •Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. •Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. •Participates in field missions, including provision of substantive and administrative support, data collection, establishing new partnerships etc. •Develops a partnership strategy to leverage existing channels and mobilize additional resources to support the work of youth constituency working on climate change. •Analyses trends and dynamics and proposes project concepts and ideas to leverage youth-led solutions and ideas in support of the achievement of the SDGs with particular focus on climate change and environmental sustainability. •Performs other duties as required.

    Education A first-level university degree in international relations, political science, social sciences, communications or a related field.

    Work Experience A minimum of two years of progressively responsible experience in the development and management of strategic partnerships as well as partnerships for projects or programmes is required. Experience with inter-governmental processes on climate action is desirable. Experience in the work of international development with a focus on climate change and SDGs, strategic planning, multi-stakeholder partnerships, communications campaigns and advocacy is desirable. Experience in finding strategic gains from complex systems, design clear and compelling information products and finding innovative ways to organize communities and networks, including through new technologies is desirable. No experience is required for candidates who have passed the United Nations National Competitive Recruitment Examination (NCRE), the UN Young Professionals Programme Examination (YPP), or the G to P Examination.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
