Org. Setting and Reporting The mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

UN-Habitat understands that urban poverty is a multidimensional phenomenon, in which the urban poor experience a complex condition of vulnerability and susceptibility to risks. Beyond the constraints on economic resources, poverty materializes through multiple deprivations, including limited access to basic services such as healthcare, water, electricity and sanitation, as well as access to education and employment opportunities.

In order to properly implement and expand UN-Habitat’s portfolio in Brazil, a Country Programme Coordinator is necessary to maintain a good execution of the work programme.

Under the supervision of of the Senior Human Settlements Officer in charge of Brazil, the incumbent of this position will perform the following functions:

Responsibilities 1.Provide technical support to project/programme partners:

  • Provide technical support to the programme/team in the area of sustainable urban development.

  • Facilitate and maintain relationships with national and subnational partners to support the implementation of the country programme and replication of international best practices, as advised by the Senior Human Settlements Officer.

  • Identify risks for projects, including relevant challenges or omissions and other situations that may affect development and implementation of UN-Habitat’s initiatives in Brazil, and submit recommendations to the Senior Human Settlements Officer.

  • Draft local initiatives within the overall guidance of international agreements and frameworks, such as the Agenda 2030 and the New Urban Agenda.

2.Provide substantive technical inputs to consultants and financial management:

  • Support the monitoring of budget implementation and budget re-alignments/revisions.

  • Provide substantive inputs to financial reports.

3.Others:

  • Support the Senior Human Settlements Officer in providing substantive inputs to the country level Comprehensive Country Assessment (CCA)/United Nations Development Assistance Framework (UNDAF) processes and similar exercises related to the Resident Coordinator system.

4. Provide substantive inputs to building partnerships, resource mobilization, communications and advocacy:

  • Adapt and fine-tune communications and advocacy to the local context.

  • Provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors, in support of the Senior Human Settlements Officer.

  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events, in support of the Senior Human Settlements Officer.

  • Identify best practices and lessons learned that are directly linked to the implementation of the programme and disseminate information.

Education Advanced university degree (Master's degree or equivalent) in urban studies, architecture, international relations, political sciences, sociology, geography, or any other related fields is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in project/programme management on sustainable urban development, administration or a related area in Brazil is required. Experience with technical international cooperation in Brazil and acquaintance with fundraising is desirable. Experience in coordinating, implementing, monitoring and evaluating urban programmes and projects is desirable. Experience with the local network of stakeholders is desirable. Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development is desirable/required. Work experience dealing with interagency coordination with the United Nations, NGOs and donors is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in written and spoken and written English is required. Fluency in spoken and written Portuguese is required. Knowledge of another UN official language is desirable.

NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
