Org. Setting and Reporting The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat envisions well-planned, well governed, and efficient cities and other human settlements, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation. The Strategic Planning and Monitoring Branch leads in the development of the annual Work Programme for the Organization and related activities; the results based corporate monitoring and reporting of the implementation of the Strategic Plan 2020-2023, coordinates the preparation of substantive reports for submission to UN-Habitat’s governing bodies' and their subsidiary bodies as requested by Member States on the implementation of the Strategic Plan; and for monitoring activities including the Annual Report. The position is located in the Strategic Planning Unit of the Strategic Planning and Monitoring Branch under the External Relations, Strategy, Knowledge and Innovation Division (ERSKI) of UN-Habitat in Nairobi.

The Associate Programme Management Officer reports to the Chief of the Strategic Planning Unit.

Responsibilities The incumbent will focus on providing substantive contribution in the planning, development, implementation, monitoring and reporting of the work programme of UN-Habitat. Within assigned authority, the Associate Programme Officer will be responsible for the following duties:

(i) Participate in the development of the annual work programme and budget for UN-Habitat: Be part if the team that prepares the schedule of work, required tools e.g. guidelines, templates necessary for developing the Annual Programme of Work; Participate in the organized dialogues and workshops by Programme Planning and Budget Division to ensure all needed changes in the development of the Annual Programme of Work are cascaded to the relevant staff; Support the development of the Programme of Work including reaching out to Suprogrammes and regional Offices to ensure that all their inputs are incorporated into the draft annual work programme; Support the collation, review, editing and formatting of the Annual Programme of Work; Consolidate and include all inputs from internal and external reviews ensure they are reflected in the updated document; Support intergovernmental processes including review of work programme and budget document by the UN-Habitat Executive Board, the Committee on Permanent Representatives; the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and Committee for Programme and Coordination (CPC); including preparation of support documents; Upload the fascicles into the Strategic Management Application in Umoja. (ii) Participate in monitoring and reporting of the Annual Programme of Work: Lead in development of tools required for reporting on the Annual Programme of Work implementation as and when required for review; Support managers in reporting on annual work programme and uploading the performance information in UMOJA in relation to implementation of deliverables, update of indicator data, and results achieved at outcome level for Annual Programme of Work; Support preparation of the Quarterly reports and annual progress report for Annual Programme of Work implementation, including tools development, data analysis, review of case stories, report design and layout; (iii) Coordinate the deployment and use of Integrated Planning Monitoring and Reporting system (IPMR) within ERSKI: Coordinate the preparation and submission of a full division-wide user mapping of staff members to the 3 IPMR roles; Support organization of discussion forums/meetings as may be necessary with ERSKI Core Users; Coordinate the inputs of ERSKI into the overall corporate discussions related to the deployment of IPMR in UN-Habitat; Participate in discussions with other focal points (from other divisions and regions) in relation to the best approach to take in the deployment of IPMR across the Agency and within ERSKI specifically (including delivering of training) (iv) Participate in coordination of Results based Management activities: Be part of the team that develops required RBM training tools and materials and facilitates training RBM for Regional Offices and the Headquarter staff; Provide relevant training statistics whenever needed for senior management and donor reviews; Ensure efficient and effective training for institutionalization of RBM in UN-Habitat carried out.

Education An advanced university degree (Master’s degree or equivalent) in social sciences, public information, information management, or other relevant social is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Experience in strategic planning, programme monitoring, and reporting processes of international organizations is desirable.

Experience in planning and reporting with an Enterprise Resource Planning (ERP) system is required.

Work experience with SAP/Umoja is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable. NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
