Org. Setting and Reporting This position is located in the International Tax and Development Cooperation Branch of the Financing for Sustainable Development Office of the Department of Economic and Social Affairs (DESA). The Associate Programme Officer reports to the Senior Economic Affairs Officer of the Development Cooperation Unit. The Financing for Sustainable Development Office provides coherent and integrated support to Member States in addressing the issues related to financing for development, as well as the means of implementation for achieving the 2030 Agenda for Sustainable Development. More information can be found at: http://www.un.org/esa/ffd/\The focus of the job is the implementation, monitoring and evaluation of programmes, operations of the Unit’s capacity development activities in developing countries on infrastructure asset management.

Responsibilities Within delegated authority, and under the supervision of the Senior Economic Affairs Officer, the Associate Programme Officer will be responsible for the following duties: Works with the Senior Economic Affairs Officer and key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.). - Assist in drafting and monitoring implementation of Terms of References for consultants and individual contractors. - Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. Assists with design and issuing of data collection tools; reviews, analyzes and interprets - responses, identifies problems/issues and prepares preliminary conclusions. Contributes to the preparation of various written outputs, e.g. draft background papers, - analytical notes, sections of reports and studies, inputs to publications, etc. - Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. Supports and participates in communication and outreach activities to increase awareness, understanding among stakeholders on programmes •Participates in the development of training workshops, seminars, etc.; participates in and - makes presentations on assigned topics/activities. - Participates in field missions, including provision of substantive and administrative support, data collection, etc. - Performs other duties as required.

Education Advanced university degree in business administration, management, economics or a related field. A first level university degree with an additional two years of relevant experience may be accepted in lieu of an advanced degree.

Work Experience A minimum of two years of progressively responsible experience in project/programme management, administration, human resources, budget and finance and administration or related area is required.

Experience in project implementation, monitoring budget availability and project oversight is required.

Experience in organizing and coordinating national/regional and international virtual/on-site/hybrid meetings, workshops or trainings is required.

Sound understanding of issues related to sustainable development of developing countries, financing for development and infrastructure asset management is desirable.

Experience in the application of rules and regulations covering budget and finance and human resources in the UN Common system or similar organization is desirable.

Experience with an enterprise resource planning (ERP) system or similar platform is desirable.

Proficient use of MS Suite, particularly Excel spreadsheet, is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in written and oral English is required. Knowledge of another official United Nations language is an advantage.
