Org. Setting and Reporting Desertification, along with climate change and the loss of biodiversity were identified as the greatest challenges to sustainable development during the 1992 Rio Earth Summit. Established in 1994, the United Nations Convention to Combat Desertification (UNCCD) is the sole legally binding international agreement linking environment and development to sustainable land management. The Convention seeks to support countries to address Desertification, Land Degradation, and Drought (DLDD). (www.unccd.int )

The G20 (or Group of Twenty) is the annual international forum for the governments from 19 industrialized countries and the European Union (EU). Collectively, the G20 economies account for around 90 percent of the gross world product (GWP), 75 percent of world trade, two-thirds of the world population, and approximately half of the world’s land area. In 2020, Saudi Araba held the rotating Presidency of the G20. The G20 Leaders’ Declaration, issued on Sunday, 22 November 2020, launched a "Global Initiative on Reducing Land Degradation and Enhancing Conservation of Terrestrial Habitats”. Building on existing initiatives and on a voluntary basis, the G20 countries share the ambition to achieve a 50 percent reduction in the amount of degraded land by 2040.

The Global Initiative (GI) with oversight from UNCCD, will focus on capacity building, engaging the private sector and civil society and showcasing success. The Director, under the oversight of the Executive Secretary of the UNCCD, manages the Initiative Coordination Office (ICO).

The Associate Programme Management Officer will support the Director with day-to-day programme management responsibilities. This position is located in the Initiative Coordination Office (ICO) and reports directly to the Director.

Responsibilities Under the direct supervision of the Director, the incumbent will be responsible for the following duties: 1. Programme Management - Assist the Director and the project team to develop and implement a detailed workplan for the Initiative, which is aligned with the strategy, - Prepare a recruitment plan for consultants and individual contractors to support the Initiative, develop Terms of Reference, work with the administrative team to complete the recruitment process, monitor implementation of terms of reference, contractual status, and payment schedule, - Coordinate and facilitate procurement requests for goods and services, including preparing a procurement plan assisting and advising technical staff members to finalize specifications for goods and services to be procured, as well as to draft detailed terms of reference for partners to support the Initiative activities, identifying key institutional partners to be contracted. - Working with the administrative team, finalizing due diligence for the partner organizations to support the Initiative activities. - Review the outputs from consultants and partners prior to making payments for the services. - Provide substantive and administrative support to the Initiative´s in the organization of workshops, trainings, and events as per the operational plan of the Initiative, including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics. - Conduct training needs assessment for the project team, present suggestions to the Director and organize relevant training to improve the team´s contribution to the Initiative. - Organize periodic team meetings and retreats, including drafting agenda, preparing background documents and presentations, taking minutes, following up on action items.

2. Monitoring and Reporting - Conduct periodic monitoring of all elements of the workplan implementation and analyze specific aspects, including by reviewing documents and preparing reports, identifying problems and issues to be addressed, proposing corrective actions, and tracking follow-up actions. - Prepare regular reports on project implementation, combining both technical and financial reports, and present the reports to the Steering Committee of the Initiative. - Draft reports, articles and other materials for external communication, including maintaining and updating relevant information and facilitating promotion on the website in collaboration with the Communications Unit.

3. Other Duties - Keep regular update on new ways of working, including hybrid work, for staff and consultants to ensure a modern and efficient work environment. - Engage with all staff members and consultants on a regular basis, including periodically collecting their feedback to keep the morale of the staff members high and positive. - Perform any other job-related activity required to achieve the goals and objectives of the Global Initiative and its office.

Education Advanced degree (Masters or equivalent) in science, engineering law, business, public administration, management, law, or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

A certification or training in programme management is desirable.

Work Experience A minimum of two years of progressively responsible experience in project management in an international setting is required.

Experience working in international organizations and across multi-cultural teams is required.

Familiarity with project management tools and experience in monitoring and evaluation of project is desirable.

Experience in drafting terms of reference, and supervising consultants is desirable.

Experience in drafting official reports and documents is desirable. Experience in planning and facilitating training and capacity building for adult professionals is an asset.

Languages For this position, fluency in English language is required. Knowledge of another UN official language would be an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
