Org. Setting and Reporting

This position is located in the UNODC Regional Office for Central Asia (ROCA) with duty station in Tashkent, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the UNODC Regional Representative of ROCA and work in coordination with all Heads of UNODC Programme Offices in the region and relevant UNODC Programme Coordinators. Responsibilities

Within assigned authority, the Associate Programme Management Officer will contribute to planning, organizing, coordinating and providing substantive support and backstopping to the day-to-day implementation, monitoring and evaluation of the UNODC strategies, policies and programme activities in the region. The incumbent will assist the Regional Representative with programming activities of the Programme for Central Asia, fostering collaboration within the team, with staff of UNODC Programme Offices (POs) in the region, UNODC Programme Coordinators, and with other UN Agencies in a client-oriented approach. S/he will provide assistance and support to the management of programmes on preventing and countering transnational organized crime and illicit trafficking, addressing drug use, increasing treatment of drug use disorders and preventing HIV/AIDS, and supporting research, trend analysis, policy, advocacy and forensics within the framework of the UNODC Programme for Central Asia. S/he will assist in coordinating communication and advocacy, reporting, monitoring and evaluation of the UNODC Programme for Central Asia. The incumbent will perform the following specific duties: • Provide assistance in ensuring effective management of the UNODC Programme for Central Asia by focusing on core programming principles, i.e., results-based management, a human rights-based approach, gender equality, disability inclusion, environmental sustainability and capacity building. • Contribute to the design and formulation of ROCA Programme components within the area of responsibility, translating UNODC’s priorities into local interventions. • Provide substantive support to the Regional Representative and programme colleagues in initiating and managing the initiatives within the thematic/sectoral areas assigned throughout the programme cycle. • Contribute to the development of new initiatives under the ROCA Programme components within the area of responsibility. • Assist senior management in policy dialogue with Government counterparts, UN agencies, and other development partners to facilitate the incorporation of UNODC’s programme priorities into national plans and strategies. • Contribute to the coordination and preparations for high-level UNODC programme events, official meetings, events, briefings, and missions, in the region, including Programme Steering Committee, donor meetings, high-level visits, etc. Support and coordinate the preparation of talking points, briefing notes, presentations and speeches for the Regional Representative. • Participate and represent UNODC in external meetings at the country, regional and global level as delegated by the Regional Representative. • Contribute to the development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNODC, countries needs and donors’ priorities. Assist in analysing and researching the political, social and economic situation in the region and assist in preparing inputs to Country Common Assessments, United Nations Sustainable Development Cooperation Frameworks, and other UN Country Team products in the region. • As member of a Team assist in identifying areas for cooperation, support and interventions within the thematic/sectoral areas assigned with relevant stakeholders, which are aligned with UNODC global strategies. • Coordinate the development of the annual reports of the UNODC Programme, including on the Sustainable Development Goals, gender, youth empowerment, disability inclusion, and human rights. • Coordinate the implementation of UNODC ROCA communication and advocacy strategy. • Provide assistance to the monitoring & evaluation, and audits at UNODC ROCA offices, and follow up on audit recommendations. • Coordinate and support the research, analysis and data collection related initiatives in the region. • Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Document requirements and background information used for data analysis. • In close collaboration with programme team, promote knowledge management to ensure access to available knowledge platforms and facilitate organizational learning. Contribute to knowledge networks and communities of practice. • As member of a team assist in the Office of the Regional Representative in designing and driving the partnerships, resource mobilization at country and regional level to contribute to results in achievement of the SDGs. • Act as Certifying officer with specific roles on programme and operations related issues through ensuring that UNODC ROCA business processes are aligned with global strategies and instructions and internal standard operating procedures are enforced. • Perform other work-related duties, as assigned/required.

Education

An advanced university degree (Master’s degree or equivalent) in international development, international relations, political science, social sciences or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of progressively responsible professional experience in project management is required. Experience at the national or international level in programme management, in the design, development and monitoring of projects, is required. Experience in establishing inter-relationships among international organization and national governments is required. Work experience in the area of preventing and countering transnational organized crime and illicit trafficking, addressing drug use, increasing treatment of drug use disorders and preventing HIV/AIDS, and supporting research, trend analysis, policy, advocacy and forensics is desirable. Work experience within the United Nations system or similar international organizations is desirable. Experience in a multicultural and multidisciplinary environment is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Russian is required. Knowledge of Uzbek language is desirable. Knowledge of another United Nations official language is an advantage.
