Org. Setting and Reporting The position is located in the Office of the Director of the Programme Planning and Budget Division, Office of Programme Planning, Finance and Budget (OPPFB), Department of Management, Strategy, Policy and Compliance (DMSPC). The Associate Programme Budget Officer reports directly to the Head of the Policy and Coordination Unit.

Responsibilities Within delegated authority, the Associate Programme Budget Officer will be responsible for the following duties:

Budget preparation 1. Assists in the elaboration of standards and benchmarks to be used in the formulation of resource requirements for budget proposals. 2. Guides support staff in the compilation and review of the relevant decisions, recommendations and conclusions from competent expert and intergovernmental bodies with a view to provide inputs for the preparation of budgetary guidance. 3. Prepares, based on guidance from supervisors, a schedule of budgetary reports, taking into consideration the size, complexity and distribution of reports across the budget division. 4. Guides internal and external clients in the accurate translation of legislative mandates into programme budgets, including by validating the content of programme plans. 5. Guides internal and external clients in the accurate application of standards and budgetary assumptions in the context of post and non-post estimates. 6. Supports internal and external clients in utilizing information systems and tools during the formulation of budget proposals. 7. Supports programme budget officers in the preliminary review of post and non-post resource requirements contained in budget client submissions to ensure accuracy and compliance of resource aspects of the budget with parameters in the budgetary guidance. 8. Reviews and assists in the finalization and quality assurance of the programmatic and resource aspects of the programme budget and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of relevant expert and intergovernmental bodies. 9. Supports senior management during the review and approval process of the programme budget and its revisions by researching and identifying relevant information to be provided to competent intergovernmental and expert bodies. 10. Reviews and analyses programme budget/financial implications resulting from decisions of competent intergovernmental bodies containing new or expanded mandates.

Budget administration 11. Prepares allotments, including redeployment of funds, ensuring they remain within authorized levels. 12. Monitors expenditures and recommends reallocation of funds to ensure they remain within authorized levels. Assists in the forecasting of expenditures based on past trends and anticipated requirements. Gathers information to support decision making on reallocation of resources. 13. Monitors and captures any budgetary changes, including commitment authorities, revised estimates, unforeseen and extraordinary expenses or potential changes to the contingency fund. 14. Guides clients in the application and interpretation of policies relevant for the implementation of programme budgets. 15. Reviews and assists in the preparation and finalization of budget performance reports, including by identifying variances between approved budgets and actual expenditures, planned and actual deliverables and planned and actual programmatic results achieved; consolidates and summarizes explanation of material variances based on information provided by budget officers and guidance from senior managers.

General 16. Keeps up-to-date on documents/reports/guidelines/audit observations that have a bearing on matters related to programme budgets. Keeps abreast of intergovernmental recommendations and decisions as well as United Nations policies and procedures, including by providing comments, opinions and observations; Supports the formulation of any changes to budgetary policies. 17. Supports the research required for the preparation of budgetary reports; supports the drafting of content of budgetary reports 18. Presents info from large sets of data in an accessible, simple way and attractive way so it can be used in presentations, talking points and notes for senior management. 19. Researches and identifies information that is relevant for the consideration of eventual policy changes that respond to budgetary needs and are in line with legislative intent. 20. Identifies areas for improvement in the existing information systems and processes with a view to contribute to more efficient and effective budgetary processes; explores opportunities for automation and for reduction or risk of error. 21. Designs reports and files that facilitate access to information and simplify processes and procedures. Analyses large data sets to identify trends and patterns. Audits information systems to identify inaccuracies. 22. Performs other related duties, as assigned.

Education A first-level university degree in business administration, finance, economics, statistics, or related field is required. Advanced university in the mentioned fields is desirable.

Work Experience At least two years of experience in budget, finance, administration, business administration or related area is required. At least one year of experience in preparing results-based budgets in a large international setting is desirable. A minimum of one year of experience working with large databases is desirable. At least one year of experience in exploring solutions and practices that improve the preparation and implementation of budgets for a large number of clients is desirable. At least one year of experience in utilizing information systems and designing tools that support budget formulation is desirable. At least one year of experience in summarizing and presenting information from large data sets in an accessible, attractive and simple manner is desirable. No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).

Languages English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in English is required. Knowledge of another United Nation official language is desirable.
