OBJECTIVES OF THE PROGRAMME

The RegionalDirector's Office (RDO) supports the Regional Director in the efficient delivery of his/her mandate and in the provision ofeffective leadership and coordination of the work of WHO in the African Region,including partnerships and collaboration with countries, the UN system,international organizations, bilateral and multilateral agencies and otherstakeholders. The Office co-ordinates the Regional Director's engagement and collaboration with Member States, the African Union Commission, the UNsystem, development partners, donors and other stakeholders. It is also responsible for coordinating the preparation ofpolicy, technical and managerial briefs on relevant health matters tofacilitate the decisions of the Regional Director and it assists in monitoring compliance in the implementation of specific executive decisions and recommendations. The Office oversees the work of the Regional Office, CountryOffices and Inter-Country Support Teams in the WHO African Region and the workof the WHO Secretariat with the Member States.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, Office ofthe Regional Director, and with guidance of the Regional Director, the incumbentprovides executive administrative support towards the effective execution of thefunctions and responsibilities of the Regional Director.Oversee andmonitor the information flow of the RDO; ensure effective and timely follow upon requests for information, briefings and other actions emanating from theoffice of the Regional Director, liaising with units/teams, as appropriate.Arrangeappointments, receive visitors and telephone calls with tact and discretion; andact according to the nature and urgency of each, including redirecting asappropriate. Maintain theRegional Director's daily agenda and calendar updated by scheduling meetingsand/or rescheduling owing to disruptions by unforeseen events; prepare meeting foldersand ensure all relevant documents are available such as speeches, talkingpoints and briefing notes; Manage the eWorkflowand draft general or administrative correspondence on own initiative or on thebasis of instructions; finalize correspondence/reports for signature/clearance.Establishand maintain updated electronic files, handle and maintain confidential and sensitivematters with great discretion Review,record, distribute and process incoming mail and outgoing correspondences; ensureadherence to established WHO guidelines for preparation of correspondences priorto submitting for signature and clearance.Analyze and triageincoming correspondences and requests, ensure these are handled expeditiously inthe light of background material, instructions, policies and precedents,researching, obtaining and attaching necessary background information inanticipation of the responsible officer's needs, or redirecting as appropriate Usingappropriate tracking tools, monitor and follow-up to ensure that deadlines for responsesare met, and that responses to correspondence and queries are executed in a timelymanner.Perform other related responsibilities as assigned,including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: First level university Degree in public, business administration or management, orrelated field. Desirable: Further training in or qualification in communications or project management.

Experience

Essential: At least five (5) years of work experience in executive administrative positions in a recognized public or private institution. Desirable: Provenability to work in a high-paced environment and working in a bilingual environment would be an asset. Workexperience in UN agency would be an added advantage.

Skills

Thorough knowledge of secretarial skills includingproven typing ability; Excellent interpersonal skills and ability to deal withstaff at all levels and with varying cultural backgrounds; Excellent drafting skillswith demonstrated ability in supporting the development and editing oftechnical documents; Knowledge of protocol; Awareness of WHO rules andregulations, policies and procedures. Tact, discretion and ability to keepinformation confidential are essential. Incumbent is also expected to maintain computer skillsin Word, Excel, Outlook, PowerPoint and the Global Management System (GSM).

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 38,523 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2042 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
