1. Organizational Context

  1. Organizational Setting

The post is located in the Division for Latin America and the Caribbean (DLAC) in the Regional and National Development Sector at WIPO. The Sector provides a diplomatic, political and operational gateway for all Member States (MSs) of the Organization; facilitating two-way communication and cooperation across WIPO; supporting MSs in the development and implementation of policy in the context of effective IP ecosystems; and strengthening the capacity of MSs and stakeholders in the use of IP as a tool for growth and development. The Division for Latin America and the Caribbean is the focal point for the provision of technical assistance and capacity building programs to the 33 WIPO MSs from Latin America and the Caribbean region (LAC). These activities are provided in close cooperation with relevant Sectors within WIPO. They are aimed at facilitating the use of IP by businesses and innovators for social, cultural and economic development.

  1. Purpose Statement

The incumbent is responsible for supporting the design, implementation and monitoring of technical assistance programs and other project-based initiatives for the countries and intergovernmental organizations assigned as well as assisting with the monitoring of the DLAC's work plan implementation and carrying out other specialized activities to effectively support the work of the Division.

The incumbent works under the supervision of the Director of the Division for Latin America and the Caribbean and in collaboration with more senior Program Officers/ Counsellors.

  1. Work Relations

The incumbent liaises extensively with other programs throughout the Organization.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Provide support and assistance for the process of design, management and implementation of projects and skills building programs focusing on small and medium - sized enterprises (SMEs), creators, innovators and communities generate value through IP;

b. In addition to, assessing the local context and drafting segments of project proposal, follow up on logistical and administrative arrangements, and ensure project schedules are up-to-date and distributed and resources are allocated and managed in an effective and quality manner;

c. Monitor the cooperation agenda with strategic partners from the public and private sector in the countries and inter-governmental organizations assigned;

d. Undertake the development of new projects by selecting and summarizing background information, assessing the local context for the planning and administration of projects, and drafting segments of project proposals (10% work-time commitment);

e. Produce data and information collection and assist in the preparation of DLAC's managerial reports including program and budget proposals, program performance reports, and the annual budget and work plan;

f. Participate in the preparation and revision of technical reports, concept notes, briefings, and talking points and other working documents related to technical assistance and/or diplomatic engagements;

g. Participate in missions or meetings, provide information and support with respect to project management and procedures for monitoring and reporting, draft comments on designated project aspects, and recommend activities for the Division's program (15% worktime commitment);

h. Perform other related duties as required.

3. Requirements

Education (Essential)

First-level university degree in law, economics, international relations, development studies, business or a related field.

Experience (Essential)

At least three years' relevant professional experience at the international level, including in the field of innovation and/or intellectual property.

Experience in program or project design and management, results-based management and cooperation for development.

Experience (Desirable)

Experience in the field of innovation, IP, or IP for development.

Language (Essential)

Excellent knowledge of written and spoken English and Spanish.

Language (Desirable)

Knowledge of French and/or Portuguese.

Job Related Competencies (Essential)

Knowledge of development cooperation policies and procedures, including those of donor countries/agencies.

Knowledge of economic systems in Latin American and Caribbean regions.

Excellent research and analytical skills.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the April 2023 rate of 84%.
