Organizational Setting and Reporting Relationship

The position is assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD) based at our Pacific Subregional Office in Suva, Fiji (SPSO). PPFD's responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. In addition, our teams are involved in several initiatives improving ADB's performance with respect to procurement planning, project implementation, procurement oversight and capacity development.

SPSO is responsible for country programming, processing and implementation of projects, programs and technical assistance in the Cook Islands, Fiji, Kiribati, Niue, Samoa, Tonga, and Tuvalu. SPSO is also providing oversight for the administrative, financial, and country operations in the seven pacific country offices in the South Pacific.

You will report to a Procurement Specialist and have a matrix reporting line to the Regional Director, Pacific Subregional Office in Suva (SPSO).

Your Role

As an Associate Procurement Officer, you will work with other members of the PPFD Procurement Specialist assigned to the SPSO and with Procurement Sector Teams in Headquarters and engage with Executing and Implementing agencies (EAs/IAs) of the Borrower, SPSO and Sectors Department staff, engaged consultants, and other partners on all procurement-related aspects of the sector portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

This appointment is open to internal and external applicants.

This vacancy is a regional staff position with local remuneration package. It is open to nationals and permanent residents residing in the duty station, Fiji Islands, and ADB member countries in the Pacific region such as Australia, Cook Islands, the Federated States of Micronesia, Kiribati, Papua New Guinea, the Republic of the Marshall Islands, Nauru, Niue, New Zealand, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
