OBJECTIVES OF THE PROGRAMME

As part of the regional Supply (SUP) team, the incumbent will handle the procurement and delivery of supplies and equipment for the Regional Office and country offices in the Western Pacific Region.

The Division of Administration and Finance (DAF) aims to provide effective, efficient and responsive administrative and financial support in the planning, preparation and implementation of activities and programmes in order to achieve WHO's mandate in the Western Pacific Region. Under DAF, the Supply Unit provides support for the procurement of supplies, equipment and services for the Regional Office and country offices in the region. The Supply Unit also provides training, guidance and monitors compliance to procurement policies and procedures in the region.

DESCRIPTION OF DUTIES

Under the supervision and guidance of the Contract Management Officer, the incumbent is responsible for the following duties:

  1. Handle requests for procurement for the Regional Office and country offices, including but not limited to issuing requests for quotations or invitation to bids, responding to queries from prospective bidders, managing bid submissions and receipt, sending bids to the responsible units and preparation of documents for evaluation.
  2. Conduct market research when necessary to assist the requesting unit with specifications development and ensure that specifications are generic and complete.
  3. Post tenders on United Nations Global Market (UNGM) and e-tendering platform. Conduct outreach to vendors to attract bids and enhance competition.
  4. Assist in organizing pre-bid meetings, site inspections and correspond with prospective bidders for the same. Compile minutes of the pre-bid meeting and share with bidders.
  5. Draft purchase orders upon receipt of approved requisitions, ensuring accuracy and completeness of the information, in accordance with procurement and financial rules and regulations.
  6. Follow up with suppliers for timely delivery of goods. Coordinate with the requesting unit to prepare for receipt and inspection of goods.
  7. Liaise with the recipient of goods to ensure that the information in invoices is correct and payments are timely made to suppliers.
  8. Register and update vendors in the ERP system to allow the issuance of purchase orders.
  9. Develop and maintain a roster of local suppliers for commonly procured goods and services.
  10. Update trackers and maintain a filing system which is easy to track and monitor.
  11. Process insurance claims for goods and damages or lost in transit.
  12. Perform other related duties as may be required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to graduation from secondary school. Desirable: Certification and/or practical training on procurement, logistics or related field

Experience

Essential: At least five years' experience in administrative functions that include procurement and/or logistics tasks. Desirable: Work experience in procurement in a large or international organization, including WHO.

Skills

  • Good knowledge of procurement procedures and contract management.
  • Ability to acquire knowledge of WHO procedures, rules and regulations.
  • Excellent computer skills with the ability to adapt different types of software application.
  • Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 638,273 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
