This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

This UNV assignment is located within the United Nations Department of Safety and Security, Office of the Under-Secretary-General and operationally works within the Strategic Partnerships and Policy Unit within the Division of Partnerships and Specialized Support (DPSS). The incumbent will report to the Chief of the Strategic Partnerships and Policy Unit (SPPU). The role of the Strategic Partnerships and Policy Unit includes, among others, coordinating the development of security management policy guidance of the United Nations Security Management System, serving as the Secretariat for the Inter-Agency Security Management Network (IASMN), representing the Department in the legislative bodies of the United Nations, liaising with United Nations oversight bodies, supporting senior leadership on the strategic direction, planning and coordination for the Department.

Within the delegated authority and under the supervision of the Chief, SPPU or his/her designated mandated representative(s), the UN Volunteer Associate Policy Officer will:

• Assist in policy development with the aim to support security professionals deployed in the field in the implementation of UNSMS policy guidance; • Monitor and respond, in a timely manner, to policy queries from field security personnel; • Support the identification, development and management of strategic partnerships to improve safety and security of humanitarian personnel and protection of United Nations personnel in the field; • Carry out research and analysis on policy issues to support the development of policies, programmes and activities while taking note of operational requirements and inputs from the field; • Provide support towards the development and management of intergovernmental dialogue; • Conduct research on a diverse range of assigned issues in security and other area(s) of specialization using multiple research sources; select relevant material, analyze information and present findings for internal review; • Assist in the preparation of drafts of background papers, studies, reports, etc. on a wide range of security issues; • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

• As an active UNDSS team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNDSS and its beneficiaries in the accomplishment of her/his functions, including: • Good research, analysis and presentation of key information to facilitate decision-making. • Delivery of well-reasoned and clearly written recommendations, opinions and identification of issues on assigned security topics.
• Application of expertise in writing balanced reports, summaries and other informational pieces on area assigned. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

La ciudad de Bogotá DC de acuerdo con el SRA reciente, elaborado por UNDSS, se encuentra con un nivel de riesgo "bajo" para vivir y trabajar. Presenta unas condiciones de vida favorables y seguras para todos los funcionarios. La ciudad presenta los problemas de seguridad asociados con el crecimiento de toda la ciudad capital y la representación permanente del riesgo para los funcionarios, ya sean nacionales o extranjeros.

A su ingreso, todos los VNU reciben un briefing de seguridad por parte de la oficina de seguridad de la agencia anfitriona, en el cual se informa sobre el entorno de seguridad del Duty Station y las medidas de seguridad a tener en cuenta. Si bien Colombia presenta diferentes niveles de seguridad, cada uno de ellos se encuentra con el fin de realizar la misión, así como se respalda a través de SRA donde se exponen las medidas de mitigación que se pueden requerir y las que establezca el MORSS.

El contrato dura por el periodo indicado más arriba, con la posibilidad de extensiones sujeta a la disponibilidad de financiamiento, la necesidad operacional y el desempeño satisfactorio. Sin embargo, la renovación de la asignación no está prevista. El subsidio de subsistencia correspondiente (en inglés, Volunteer Living Allowance o VLA) a COP $4,840,591, se provee mensualmente para para cubrir vivienda, servicios, gastos de subsistencia ordinarios. Se incluyen seguros de vida, salud e incapacidad permanente, así como repatriación final (si corresponde). Esta asignación requiere de disponibilidad completa y de exclusividad con el Sistema de Naciones Unidas. Como se trata de una asignación de Voluntario de la ONU nacional, el Voluntario de la ONU será responsable de procurarse su propia vivienda y otros esenciales para la subsistencia. Los Voluntarios de la ONU Nacionales son parte del plan de seguro contra daños causados de manera intencional.
