Org. Setting and Reporting

The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and supporting implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis. The Associate Operational Data Development Officer, will join the Operational Safety (OPS) Section of ANB providing ongoing support to the maintenance of a number of critical data sets produced by ICAO, including the location indicators database (Doc 7910), aircraft type designators (Doc 8643) and 3-letter designators (Doc 8585). In addition, they will work on development projects related to ICAO’s transformational objective to enhance and modernize the collection, processing and access of these data sets.

Responsibilities

Function 1 (incl. Expected results) Maintains and updates the location indicators database (Doc 7910), achieving results such as: • Reply to queries and provide advice relating to the application for location indicators. • Process requests for new and amended entries in the database for location indicators, including internal coordination with other sections and bureaus as required. • Draft replies to States confirming the approved indicators or suggesting other indicators for assignment. • Coordinate all such changes with relevant stakeholders both within the Bureaus and externally, ensuring any potential issues are raised and addressed. • Prepare and oversee the quarterly publication of Doc 7910. • Work on expanding the data contained in Doc 7910 to make it more relevant and more widely applicable. • Develop new and automated processes for managing the request and processing of location indicator requests. • Develop additional revenue generating products and services based on the data collected in Doc 7910, including subscription APIs or other online means. Function 2 (incl. Expected results) Maintains and updates the aircraft type designators database (Doc 8643), achieving results such as: • Manage the aircraft type designators study group (ATD SG), dealing with discussions related to the inclusion of new designators. • Reply to queries and provide advice relating to the aircraft type designators. • Oversee the Update of Doc 8643. • Coordinate with the wake turbulence categorization group regarding categorization of the new aircraft type designators for wake turbulence purposes. • Coordinate all such changes with relevant stakeholders both within the Bureaus and externally. • Develop new streamlined processes for the coordination of the ATD SG work and the inclusion of wake turbulence categorization, to improve efficiency in handling these requests. • Develop additional revenue generating products and services based on the data collected in Doc 8643, including subscription APIs or other online means. Function 3 (incl. Expected results) Provides oversight of the three-letter and telephony designator systems, achieving results such as: • Respond to queries and issues which relating to three-letter and telephony designators which require specific intervention or further study. • Work with the individual responsible (Senior Programme Associate, Operational Datasets) for processing 3LD requests to ensure these are processed promptly and efficiently, and provide additional support for issues which arise. • Identify areas for development in the three-letter and telephony designator system, and work to implement these. • Develop additional revenue generating products and services based on the data collected in Doc 8585, including subscription APIs or other online means. Education

An advanced-level university degree (Master’s degree or academic equivalent) in aviation, or related field, is required. A first-level university degree in combination with two additional years of qualifying experience in aviation, or related field, may be accepted in lieu of the advanced university degree. Technical or operational qualification as database administrator is desirable.

• A minimum of two (2) years of experience working in an aviation-related environment, to include experience in management of aviation-related data is required. • Experience of developing systems for the collection, management and distribution of data is desirable. • Experience with ICAO document production is desirable.

Languages

Essential • Fluent reading, writing and speaking abilities in English. Desirable • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
