UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty and the reduction of inequalities and exclusion. UNDP helps countries to develop policies, leadership skills, partnering abilities, and institutional capabilities and build resilience to sustain development results. In the Republic of Djibouti, UNDP collaborates with national actors and partner institutions for the country's human and sustainable development. The presence of UNDP in Djibouti is defined by a Standard Basic Assistance Agreement signed on 5 October 1979 with the Government of Djibouti.

UNDP is currently working in Djibouti in three main areas: • Strengthening livelihoods and access to basic health services • Environmental sustainability and resilience to climate change • Enabling an inclusive governance framework for sustainable development

One of UNDP’s strategic partnerships in Djibouti has been signed with ANPH (Agence National des Personnes Handicapées – National Agency for People Living with Disabilities). The International UNV Youth will dedicate his/her time to implementing ANPH’s Resource Mobilization Strategy and contribute to implementing the National Action Plan.

The inclusion of people leaving with disabilities has been a priority of the government for the past 5 years. Indeed, the government of Djibouti is fully mobilized to improve the life and inclusion of people with disabilities, through the creation in 2018 of the ANPH, and the promulgation of the law relating to the promotion and protection of people with disabilities rights which is a crucial legal instrument to improve their lives.

At the international level, several initiatives have also been taken to define the rights, protection, and inclusion of people with disabilities. Among these initiatives are the United Nations Convention on the Rights of Persons with Disabilities of 2006, ratified by the Republic of Djibouti in 2010; the Draft WHO Global Disability.

Action Plan 2014-2021 and the 2030 Sustainable Development Goals. However, the expectations of people living with disabilities remain high, and much remains to be done to ensure full access rights to all citizens, regardless of their circumstances.

The main recent advances that have been made for people with disabilities in Djibouti, thanks to the national agency for people with disabilities, are listed below:

In 2019, a national disability prevalence survey (ENPH) developed by the ANPH in partnership with INSD and UNDP, revealed a disability prevalence rate of 8.4%. Based on the information from the survey, a strategy was formulated in 2020 using a participatory and inclusive approach with the whole of government and society to ensure better inclusion. This strategy, validated by all the stakeholders, constitutes a structured summary of the priority actions to be undertaken to improve the supply of services and the quality of life of people with disabilities, promote access to means of subsistence and build an inclusive society. The formulated strategy was translated into a budgeted action plan and validated by presidential decree at the end of 2021. The actions mentioned in the action plan must now be implemented on the ground.

Within the delegated authority and under the supervision of the Resident Representative or her designated mandated representative(s), the UN Volunteer Associate Officer will:

• Involve potential partners in the process of operationalizing the action plan; • Present the expected results and changes at the end of the plan • Seek additional information on resource providers by contacting potential partners, providers, embassies, and financial institutions; • Follow up on funding requests; • Contribute to research and analysis to identify promising sources of funding, • Carry out additional related activities as requested by ANPH.

Specifically, the UN Volunteer Associate Officer will:

Coordinate the development of ANPH strategic partnerships

• Update the ANPH partnership and resource mobilization strategy and initiatives with implementable action plans as the need emerge. • Comprehensive mapping of key country and regional funding partners with a focus on foundations, NGOs, and private sector targeting.

Build trust and maintain effective relationships with development partners

• Provide substantive technical support to the ANPH in the preparation of missions, meetings, and other consultations with development partners, including the preparation of notes, briefs, and other materials; • Coordinate thematic teams to act as direct entry points for development partners, building institutional relationships and tracking action points by team members;

• Promote engagement of strategic partners with ANPH initiatives, or prioritization activities, in monitoring, and in showcasing ANPH’s work. • work in collaboration with others to complete daily tasks and offer support to their team

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers program mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Program for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs

• As an active ANPH team member, efficient, timely, responsive, client-friendly, and high- quality support rendered to ANPH and its beneficiaries in the accomplishment of her/his functions, including:

o Timely attention and response to ANPH’s partners and development partners o Timely targeting of funding opportunities and timely tracking of development partner intelligence o Timely sharing of best practices to improve/ enhance development partner relations o Strengthened partnerships and enhanced trust and resources for ANPH operations o Provision of Background Information Concept Notes, and Research Reports supporting the promotion of ANPH activities at country levels o • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment

• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• Experience with project/program design and monitoring and management working in countries with humanitarian, conflict, and development challenges is an asset; • Experience working in the UN or other international development organization; • Experience working with NGOs and the public sector; • Experience in the development fundraising will be an added advantage; • Proven excellent coordination and collaborative skills; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Experience working with people with disabilities will be an added advantage.

The UN Security Level is at level 3 for Djibouti-Ville. The average temperature varies from 23º to 29º in January and from 31º to 41º in July. Annual rainfall ranges from 127 mm in the capital to 380 mm in the mountains. There are only local banking facilities in Djibouti-Town and opening a bank account is recommended. Credit cards are not widely accepted in Djibouti. There are few automatic teller machines (ATMs) in Djibouti city. These ATMs only accept Visa cards and are frequently out of service, and travelers should not depend on them as the sole means for obtaining currency. French, Afar, Somali, and Arab are spoken by the local population and by the authorities. Availability of flights is as follows: Two weekly flights AIR France from Djibouti to Paris, Two daily flights with ETHIOPIAN Airlines from Djibouti to Addis Abeba, twice a week flight with Turkish Airlines from Djibouti to Istanbul, twice a week flight with Qatar Airways from Djibouti to Doha, daily flight Kenya Airways from Djibouti to Nairobi. Upon arrival, it is recommended to book a room in an authorized hotel (Kempinski, Sheraton, Acacias, Bavaria, Alia, Ali-Sabieh, and Auberge Le Heron. There is also the possibility to rent private accommodation soon after a few days passed at the hotel. For taxis, you are recommended to use only those painted in white and green or those provided by your hotel. Please make sure they know your intended destination and negotiate the fare before starting the journey.
