The Institute aims to become a globally regarded centre of excellence for research and implementation of socio-emotional learning (SEL) through innovative digital pedagogies empowered by Artificial Intelligence. Under the overall authority of the Director of the UNESCO Mahatma Gandhi Institute for Peace and sustainable development (MGIEP) and the direct supervision of the National Finance & Administrative Officer (AO), MGIEP, with functional guidance from the Sector for Administration and Management the incumbent will have the responsibility for carrying out the budgetary and financial functions in compliance with UNESCO’s rules and regulations. On matters of financial internal control he/she receives a delegated authority from the Chief Finance Officer as certifying officer. The incumbent is accountable for the accuracy of budget and financial details, contributes to the conception of financial statements, consolidates information related to financial and budgetary matters and, is in compliance with guidelines set by UNESCO. Specifically, the incumbent shall: Duties and Responsibilities --------------------------- **1. Financial Management** - Provide substantive support in the continuous analysis and monitoring of the financial situation of the Office. Contribute to the conception of financial statements and other reports. Liaise with the accounting section the UNESCO Bureau of Financial Management for the management of financial statements and any other related matter. - Provide regular management reports to support informed financial decision-making by the Senior Management Team (SMT) at MGIEP. - Coordinate preparation of operating and project budgets, review budget submissions, review and process requests for budget revisions, analyse and report on budget approvals, monitor expenditures against allocations and analyse variances. Liaise with concerned managers to strengthen budget management and take corrective actions, when required. Elaborate on the annual budget for the office and review, together with donors, AO, and project officers the project budget as needed and monitor/control extra-budgetary cooperation agreements; - Liaise with Donors to register allocations and follow up on the creation of budget codes and monitor the allotment/allocation of budgets. - Participate in the elaboration of new extra-budgetary cooperation agreements by supporting project officers in the definition of project work plans and budgets, reviewing and validating the budget before signing is carried out. - Consult/Collaborate with project coordinators and project officers on issues about portfolios and individual projects for extra-budgetary and regular programme activities. - Provide day-to-day budgetary and financial guidance to colleagues and external partners on UNESCO’s rules and regulations. - Act as certifying officer and certify financial documents and transactions or escalate to supervisor as appropriate, providing explanations and suggesting remedial or alternative actions. - Follow-up on internal and external audit recommendations and draft responses to audit inquiries and observations for consideration of supervisor. Risk Management** - Identify potential risks concerning financial management, including effective internal controls, and propose mitigating action to the supervisor, as applicable. **3. Other responsibilities** - Participate in Special Projects in which the Budget Unit is involved and articulate UNESCO MGIEP response; Provide guidelines on budget-related issues to staff, distribute work and follow up on jobs performed within the Unit; - Keep abreast of changes to applicable standards and best practices. Share knowledge and guide staff. - Organize and conduct training for staff on Budget and finance issues. - Provide advice to staff on their practical application, consult with HQ on clarities related to financial and budgetary issues and ensure a common understanding and interpretation. - Draft lessons learned and best practices in finance, as well as guidelines and standard operating procedures, as required. - Work closely with the AO to monitor the efficiency and effectiveness of work methods and processes and make recommendations for improvements. - Any other related task assigned by the supervisor. **COMPETENCIES (Core / Managerial)** ------------------------------------ Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced university degree (Master’s or equivalent) in the field of Finance, Business Administration, Accounting, or closely related discipline(s). ***Work Experience*** - Minimum of 2 years of relevant professional experience in budgeting, finance, or a closely related area. - Experience in budget and finance in a UN agency or other international organization.
