Org. Setting and Reporting The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead Division charged with carrying out the functions of UN Environment in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). This position is located with the InforMEA Unit/Team of the Law Division in Geneva, Switzerland. The incumbent will report to the Legal Officer and Collective Intelligence Team leader/Unit head and will be responsible for the following duties:

Responsibilities - Conducts legal research on a diverse range of assigned issues in international law and other area(s) of specialization using multiple research sources; selects relevant material, analyzes information and presents findings for internal review. - Gathers information on environmental legal topics, researches them and prepares outlines for comprehensive e-learning course on the topics including drafting associated course content in the available learning management systems in liaison with IT and design experts - Assists Legal Officers in legal research as well as the review of legal documents, instruments, or other material; identifies important issues, similarities and inconsistencies, etc. - Assists in the preparation of drafts of background papers, studies, reports, etc. - Assists in the preparation of legal advice on a wide range of environmental law issues related to the work of UNEP. - Assists in the preparation of agreements and contracts with governments, NGOs and other public and private entities, as well as claims and disputes. - Assists in administering programmes of legal technical assistance. - Assists Legal Officers in servicing diplomatic conferences, commissions, committees, task forces and other bodies, including preparation of background materials, summaries of issues and views of delegations, etc., - Performs other duties as assigned.

Competencies Professionalism: Knowledge of theories, concepts and approaches of environmental law, its implementation and compliance. Good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems. Knowledge of various research methodologies and sources, including electronic sources on the Internet, intranet and other databases. Ability to apply latest technologies and present legal information in a visually appealing and interactive manner for identified audiences. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in international law, environmental law, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience at the national and/or international level in international public law, especially environmental law, and related area Experience in developing legal training material, especially for online learning, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage

Assessment Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Special Notice This position is temporarily available for a duration of 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post
