Org. Setting and Reporting This position is located in the Beni Field Office Joint Operations Centre (JOC) and Integrated Operational and Coordination Hub of the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The Associate Joint Operations Officer reports directly to the Head of Office Beni through the Team Leader of Field Office JOC Beni, and to the Chief JOC in Kinshasa. S/he is part of the JOC team mandated to provide mission leadership with a 24/7 common situational overview of operational activity, to support crisis management activities, to prepare consolidated reports, including daily integrated situation reports and special incident reports based on inputs received from mission components and other relevant sources.

Responsibilities Within delegated authority, and under the supervision of the Head of Office and the Chief JOC and/or a team leader, the Associate Joint Operations Officer will be responsible for, but not limited to, the following duties:

Monitoring and reporting:

  • Seek and maintain a high degree of situational awareness and understanding of events, developments, and trends in the mission area (political, governance, humanitarian, human rights, military, security and economic development), particularly their geographic area of responsibility including through effective collaboration, coordination and information sharing, with UN entities (mission and UNCT), and with other international organizations and NGOs.

  • Edit, draft and disseminate integrated reports (including flash, daily and weekly reports) on significant developments in the province.

  • Prepare weekly JOC briefings for senior management and producing maps and other visualizations highlighting trends and hotspots and implementing visualization templates.
  • Verify and cross-check alerts and incidents from all sources, including but not limited to early warning mechanisms, community alert network, as well as other civilian, military and police sources, through respective channels, and refer credible alerts for immediate and/or comprehensive response to relevant civilian sections and/or uniformed components.

Information and Data management:

  • Support emerging technology related to early warning and response to ensure an integrated approach to information gathering, incident tracking and analysis
  • Provide and implement solutions in strengthening data collection and analysis.
  • Provide training on UN standard tools, including SAGE, PowerBI and data visualization platforms.

Crisis management support:

  • Support crisis management activities in the Mission area, including to the crisis management team, revision of policies and procedures and ensure continuity of channels of communication, reporting, and information management.
  • Organize and facilitate table-top exercises to ensure mission-readiness ahead of potential crises

Operational Support

  • Provide support for the implementation of operational coordination decisions and mechanisms (including on early warning and response).
  • Liaise with Mission components, and the UNCT regularly to keep a database of key contact details.
  • Perform other tasks as required by the Head of Office and Chief JOC.

Education Advanced university degree (Master's degree or equivalent) in International Relations or a related subject is required. A first-level university degree in combination with other relevant academic qualifications and/or experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in political affairs, civil affairs, humanitarian affairs, human rights, public information/journalism, military, police, security, crisis operations, and management, or related field, or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience working in a Situation Centre, or a similar operational environment, including on early warning and response, is required.

Experience working with SAGE database, Power BI and self-service analytics tools is required.

Experience working at the international level in/on the Great Lakes Region is desirable.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions, and UN agencies, funds, and programs) in a conflict or post-conflict setting is desirable.

Professional experience preparing high-quality, time-sensitive summary and analytical briefings on political and/or security issues is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English and French (both oral and written) is required.
