Org. Setting and Reporting This position is located in the Kalemie Field Office as part of the Joint Operations Centre (JOC) with the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The Associate Joint Operations Officer reports directly to the Head of Office Kalemie and secondly to the Chief JOC in Kinshasa. S/he is part of the JOC team mandated to provide mission leadership with a 24/7 common situational overview of operational activity, to include developments of a regional nature, and to prepare consolidated reports, including daily integrated situation reports and special incident reports, based on inputs received from mission components and other relevant sources.

Responsibilities Within delegated authority, the Associate Joint Operations Officer will be responsible for the following duties:

Monitoring and reporting:

-Assist in the gathering of information from UN entities (mission and UNCT), including but not limited to political affairs, civil affairs, military, police, security, rule of law, administration, DDR, mine action, electoral affairs, gender, child protection, humanitarian, human rights, development public information;

-Monitor major developments (political, governance, humanitarian, human rights, military, security and economic development), following the actions of relevant actors (including intergovernmental organisations, governments, non-governmental organisations, civil society, political institutions, armed actors (formal armies and informal rebel groups, militias, etc.) etc.;

-Seek and maintain a high degree of situational awareness and understanding of events, developments and trends in the Field Office area, including through effective cooperation, coordination and information sharing, using both formal and informal means, with counterparts within the UN system, with other international organizations and NGOs;

-Prepare integrated reports (including daily and weekly reports) about significant developments in the situation in the country and region for review and eventual dissemination within the mission and to headquarters;

-As necessary, research and draft special reports related to operational issues, draft Code Cables addressing current operations, and official e-mails;

Crisis management support:

-Under the supervision of JOC leadership and as directed by the Head of Office, support the Field Office's crisis response (crisis management, activity reporting and monitoring), enabling the Field Office Response Team (FORT) to make informed decisions during periods of a declared crisis situation;

-Liaise with the mission sections and the UNCT to provide information regularly during a crisis for decision-makers.

Coordination of operations (when done by the JOC in a mission):

-Under the Chief JOC supervision and as directed by the Head of Office, support the planning and coordination of joint activities in the Field Office, including operations, field missions, visits, and contingency exercises, where applicable;

-Support the organization of operational coordination meetings, as required, liaising with mission sections and the UNCT;

-Provide support for the implementation of operational coordination decisions and mechanisms (eg coordination of special flights or patrols);

-Liaise the mission sections and the UNCT regularly to help coordinate operations.

Communications hub:

-Support the facilitation of contact between the Head of Office, mission leadership and headquarters and other actors (as required);

-Liaise the mission sections and the UNCT regularly to keep a database of key contact details.

Perform other tasks as required by the Chief JOC or the Chief of Staff.

Competencies Professionalism: Ability to conduct information gathering, research and analysis. Broad understanding of multidimensional peace operations in conflict and post-conflict environments. Education Advanced university degree (Master’s degree or equivalent) in International Relations or a related subject is required. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in political affairs, civil affairs, humanitarian affairs, human rights, public information/journalism, military, police, security, crisis operations and management, or related field is required. Professional experience preparing summary and analytical reports on political and/or security issues is required. Experience working at the international level is required. Experience working on conflict-related issues is desirable. Experience working in a conflict or post-conflict situation is desirable. Experience working in sub-Saharan Africa is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (both oral and written) is required.
