IMPORTANT INFORMATION:

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned to the IT Finance and User Services Division (ITFS) within the Information Technology Department (ITD) and will be locally recruited and based in Manila, Philippines. ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services, and solutions, and provides tools and knowledge platforms to 6000+ users in ADB’s Headquarters and 40+ field offices (FOs) in Asia and the Pacific.

ITFS manages the key administrative functions that support the day-to-day business of ITD including IT budget and finance; IT investment management and reporting; strategic IT procurement; and vendor, outsourcing, and asset management. It is also responsible for maximizing the value of IT for the end users through effective user support and continuous learning on digital technologies to increase end-user productivity.

Job Purpose

The Associate IT Officer (Procurement and Contracts) will be locally recruited and based in Manila, Philippines. The incumbent will assist with operational IT pre-procurement activities, defining contracting justifications. The incumbent will liaise with corporate buyers throughout the entire tendering process to ensure the appropriate information is provided to facilitate operational IT contracting decisions and other procurement activities such as software license renewals. Post procurement, the incumber will monitor vendor performance and adherence to Service Level Agreements (SLAs). The incumbent will report to a designated International Staff and senior National Staff.
