The position is assigned in the IT Finance and User Services Division (ITFS) Client Services Team within the Information Technology Department (ITD) and will be locally recruited and based in Manila, Philippines. ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services, and solutions, and provides tools and knowledge platforms to 6000+ users in ADB’s Headquarters and 40+ field offices (FOs) in Asia and the Pacific.

ITFS manages the end-user IT services and key administrative functions that support the day-to-day business of ITD. It is responsible for maximizing the value of IT for the end users through effective user support and continuous learning on digital technologies to increase end-user productivity.

The ITFS-Client Services team is responsible for leading and scaling ADB’s client-facing services, integrating IT support services across ADB headquarters and 40+ field offices in Asia and the Pacific, and aligning IT training, adoption, and change management activities with IT help desk operations. The incumbent will support our growing 6000+ user base to be more mobile and productive anytime, anywhere by enhancing and promoting knowledge management and the digital dexterity and digital literacy of the ADB Workforce.

Job Purpose

ITD, in partnership with business stakeholders around ADB, is introducing technology innovations that require significant changes to ADB’s systems and processes. To facilitate these changes, a coordinated and structured approach to manage the impact on the culture and mindset of both management and staff is needed. ADB’s evolving Adoption and Change Management (ACM) framework guides strategic, project, and operational ACM efforts to ensure a consistent approach across these areas.

The Associate IT Officer (IT Adoption and Change Management) will be locally recruited and based in Manila, Philippines. The incumbent will lead end-user IT ACM efforts and training throughout the lifecycle of IT products and services. The incumbent will organize and carry out change management activities to ensure adoption and effective use of new or enhanced IT systems by working closely with project teams, sponsors, stakeholders, vendors, and end-users.

The incumbent will report to a designated International and Senior National Staff.
