Organizational Setting and Reporting Relationship

The position is assigned to the Product Delivery Center (PDC) of Excellence in ADB's Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines.

ITD manages the information systems and technology services required for ADB’s operational activities and knowledge exchange in Headquarters and Field Offices. The department is on an exciting journey to digitally transform its product teams from a traditional to a new way of working using DevOps values, principles, standards, and best practices.

The PDC, composed of 15 motivated and skilled young professionals, plays a key role in enabling this digital journey. It has been very successful in familiarizing all IT teams to agile operations. The next big challenge is the transformation to Microsoft Azure DevOps and the continued support and evolution.

You will report to the International or Sr. National Staff of the PDC, which operates under the supervision of the Deputy CIO of ADB.

Your Role

As a DevOps Engineer, you will lead the conceptualization, design, development, mainstreaming, support and maintenance of DevOps implementations, including advancing standards, processes, practices, and tools.

The successful candidate must provide evidence of working experience in developing and supporting DevOps platforms (preferably MS Azure DevOps).

You will:

DevOps

· Understand the DevOps-related customer goals and reflect them in planning, designing, developing, implementing, supporting, and maintaining efficient and secure CI/CD pipelines in collaboration with the product, infrastructure, and security teams. It involves DevOps activities such as optimizing and automating processes, managing incidents, mentoring teams, and monitoring customer experience and KPIs.

Solutions design and development:

· Communicate with clients to understand their needs and recommend valuable, efficient and secure solutions. Design, document, and implement the agreed fit-for-purpose solution in close collaboration with clients and stakeholders.

Operations and Support:

· Manage the operation, maintenance and support of DevOps tools, in close collaboration with the respective teams, the change advisory board, managed service providers, and infrastructure and security teams. Lead the management and resolution of DevOps-related incidents, ensure swift restoration of services, and lead the root cause analysis (RCA) to prevent future reoccurrence.

Compliance & continuous improvements:

· Design and recommend improvements to DevOps architectures that align with the IT department's overall enterprise architecture and security framework. Ensure that assigned application systems are developed in adherence to ADB's project standards and methods.

Oversight and Administration:

· Manage the work of service providers, contractors and administrative staff, as assigned. Regularly report work progress, impediments and resource needs to the supervisor.

Qualifications

You will need:

· Bachelor’s Degree in Computer Science, Management Information Systems, and other related fields. Preferably with advanced training.

· At least 6 years of documented experience developing and supporting DevOps platforms and tools, preferably in multi-lateral financial institutions.

· Proven experience in applying Agile and DevOps principles.

· Proven expertise and experience in (a) formulating branching policies and strategies in consideration of deployment strategies and (b) conceptualizing, designing, building, implementing, and supporting high-performance and secure Azure DevOps (ADO) Continuous Integration and Continuous Deployment (CI/CD) pipelines.

· Hands-on experience with the ADO platform, including Boards, Repos (Git), Pipelines, Artifacts, resources, key vault functions, YAML pipelines, plug-ins, Sonar Cloud, and related tools.

· Hands-on experience with PowerShell, Terraform, Infrastructure-As-Code plug-ins, and Bash scripts.

· Experience in DataDog integration and ADO extension development is a plus.

· Excellent analytical and problem-solving skills.

· Strong planning and organizing skills to handle tasks with deadlines.

· Ability to collaborate productively in an international and multicultural environment.

· Good interpersonal skills, strong team player, hard worker, and self-starter.

· Excellent written and verbal communication skills in English are required.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
