Org. Setting and Reporting This post located in the Office for of Disarmament Affairs (ODA). ODA provides substantive and organizational support for norm-setting in the area of disarmament through the work of the General Assembly and its First Committee, the Disarmament Commission, the Conference on Disarmament and other bodies. It also provides objective, impartial and up-to-date information on multilateral disarmament issues and activities to Member States, States parties to multilateral agreements, intergovernmental organizations and institutions, departments and agencies of the United Nations system, research and educational institutions, civil society, especially non-governmental organizations, the media and the general public. The position reports to the Chief of the Information and Outreach Branch (IOB). IOB is responsible for promoting, in coordination with other branches of the Office for Disarmament Affairs, public understanding, awareness and support of United Nations efforts in disarmament and non-proliferation by implementing a multifaceted information, education and outreach programme.

Responsibilities Within delegated authority, the Associate Information Systems Officer will be responsible for the following duties:

  • Manages all departmental websites and ensures that content and graphic updates conform to industry practice.
  • Participates in preparing user requirements and technical specifications.
  • Takes part in the design, development and installation of information systems hosted in OICT and in the Cloud.
  • Manages ODA’s cloud infrastructure in Amazon Web Service (AWS), plans and automates cloud application development and deployment, ensures services is optimized, up and running, and invoices are accounted for; researches new feature offerings.
  • Undertakes analysis of application modules within the system, develop enhancements and new features to existing systems; design and implement small, stand-alone systems to meet individual user requirements.
  • Undertakes rigorous testing and proving of applications software.
  • Maintains assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades, etc.
  • Participates in developing and maintaining Information Systems project plans, schedules, and budgets. Assists in identifying appropriate human and technical resources to complete the project, assists in assuring that deviations from project schedule are addressed and communicated, assists in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables.
  • Writes and develops programs to interface with existing systems, while Ensuring data security and integrity.
  • Participates in developing disaster recovery plans along with other colleagues within the UN Secretariat
  • Prepares, updates and maintains system’s documentation and related technical/procedural manuals.
  • Assists in procurements, including conducting needs assessments and benchmarks, preparing technical specifications and evaluation criteria.
  • Assists in the set-up and monitoring of software performance measures.
  • Participates in Helpdesk support services.
  • Participates in facilitating communications between OICT and its clients for good client relations
  • Assists in the development of Service Level Agreements (SLAs) between ODA and OICT, for either specific IT services or general technology support, including any charge back mechanisms.
  • Advises users on the most suitable hardware and software for different tasks; maintains and enhances software.
  • Drafts training materials and conducts training sessions and demonstrations of systems for power users and end users.
  • Participates with senior staff in assessing and adopting new technology.
  • Performs ad hoc duties as required.
  • Provides guidance to new/junior staff.
  • Assists in IT procurement, including shopping cart, low value purchase order, scope of work, technical specifications and evaluation criteria
  • Participates and provides technical assistance, audio-visual and IT, for conferences and meetings.

    Education An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of two years of relevant work experience related to website development, website systems management, computer operations, or related area is required. Relevant knowledge and experience in the below activities are desirable.

  • Web content management systems.

  • Cloud computing concepts using AWS, Azure, or Google Cloud.
  • Front end development using Javascript, Typescript, Angular, ReactJS or VueJS.
  • Back end development using NodeJS, Java, PHP or Python.

    Languages English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This position is temporarily available until 30 June 2020, with the possibility of extension, subject to availability of the post. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
