Org. Setting and Reporting This position is located in the Joint Operations Center (JOC) of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will be based in Bangui and reports to the Chief of JOC.

Responsibilities Under the supervision of Chief of JOC, the Associate Information Systems Officer will be responsible for the following duties:

•Participate in preparing user requirements and other technical specifications. •Assist in the design, development, and installation of information systems. •Manage the SAGE database and work as the JOC focal point for Unite Aware. •Support the JOC on developing incident data-driven situation analysis, develops enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g., to meet individual user requirements). •Undertake rigorous testing and proving of applications software. •Maintain assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades, etc. •Participate in developing and maintaining Information Systems project plans, schedules, and budgets. Assist in identifying appropriate human and technical resources to complete the project, assist in assuring that deviations from project schedule are addressed and communicated, assist in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables. •Write and develops programs to interface with existing systems. •Ensure data security and integrity and conduct risk assessment on information •Participate in developing disaster recovery plans and contribute to Mission Business Continuity. •Prepare, update and maintain system’s documentation and related technical/procedural manuals. - Conduct needs assessments and benchmarks, prepares technical specifications and evaluation criteria. - Assist in the set-up and monitoring of software performance measures. - Draft training materials and conducts training sessions and demonstrations of systems for users. - Perform any other tasks requested by the Chief of JOC.

Education Advanced university degree (Master’s degree or equivalent) in Computer Science, Information Systems Management, Communication Technology, or related field is required. A first level university degree with two additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.

Experience providing services in the field of information systems to or in a field operation of the United Nations common system or comparable international organization is desirable.

Experience in the field of information systems or related area in a conflict or post-conflict setting is desirable.

Previous work experience of managing SAGE database and COSMOS and delivering SAGE trainings in a similar operational setting to a Joint Operations Centre are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (oral and written ) is required.
