Associate Information Management Officer

Description of task
Under the direct supervision of the Human Rights Officer/Early Warning Cell/ROCA, the UN Volunteer will undertake the following tasks:
• Data Coordination
Help establish and maintain an information flows to facilitate human rights information exchange and the promotion of data and information standards in the field presence; work with Human Rights Officers to ensure a smooth transition of information tools and services; assist in engaging with counterparts in to ensure that information activities are coordinated and consistent with human rights standards and practices; participate in training and expertise sharing on the use and development of information management tools and platforms to OHCHR staff and partners; help advocate for the use of data standards and common platforms, and for the open exchange of information.
• Data Management
In collaboration with the OHCHR Information Management and Data Analytics Unit, Contribute to the setup and management of content on relevant platforms, providing overall quality control for the platform and ensuring content is current, comprehensive and follows relevant metadata standards; assist in engaging with external counterparts on related platforms to facilitate cross- site interoperability. Participate in the design, develop and manage databases, spreadsheets and other data tools; learn to understand, document, and ensure the quality of high-value human rights data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.
• Data Analysis
Assist in organizing, designing and carrying out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new data elements, together with its accompanying data, to be included in common human rights datasets; understand, document and ensure the quality of high-value human rights data for accuracy, consistency and comparability. Support analysis activities, including humanitarian and development needs overviews, secondary data reviews, preliminary scenario definitions and rapid assessments; receive advice on assessment design to ensure data quality; help manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).
• Geographic Information Systems (GIS) & Mapping
Assist to develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian and development partners through local and/or online services.
• Visualization, Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.
• Performs other related duties, as required.
Qualifications/Requirements
Required degree level:
Bachelor degree or equivalent

Experience remark:
- Demonstrated interest and/or experience (up to 2 years) in information management, information systems, web management, data management, geographic information systems & mapping, data visualisation or other related area.
- Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
Language skills:
- English(Mandatory), Level - Fluent
- Russian(Optional), Level - Working Knowledge

Learning Expectations
Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.
Learning elements for the UN Youth Volunteer include the development of:
- Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.
- Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management.
- Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation.
Beyond the learning opportunities provided by UNV, ROCA will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment, i.e. Information Management, including through dedicated mentoring by the Information Management and Data Analytics Unit, (Emergency Response Section) at OHCHR HQ, active participation to the monthly global meetings with the IMOs from OHCHR’s Emergency Response Sections and participation to the Annual Community of Practice on Early Warning and Early Action of OHCHR Early Warning Teams.

This assignment is funded by the Government of Sweden, therefore only Swedish nationals are eligible to apply. Moreover, candidates must be between 18 and 29 years of age throughout the assignment.

Selection process
Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment. Interviews will be conducted by the UN Host Entity between 29 March and 16 April. Usually these interviews are competency-based.
Assignment Preparation Training
Prior to deployment, the selected candidate will be required to attend a mandatory preparation training from 7 to 11 June 2021 organized by Sida.
