Org. Setting and Reporting This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA), Regional Office for Asia and the Pacific, based in Bangkok, Thailand

OCHA is part of the United Nations Secretariat and is responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Associate Humanitarian Affairs Officer reports to the Deputy Head of Office and the Humanitarian Affairs Officer.

Responsibilities Within delegated authority, the Associate Humanitarian Liaison Officer will be responsible for the following duties:

•In consultation with a Humanitarian Affairs Officer, assists in the design and preparation of studies on humanitarian, disaster, emergency relief and related issues and in various follow-up activities. •Researches, analyzes and presents information gathered from diverse sources on assigned topics/issues. •Contributes to the preparation of various written documents, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents etc. •Develops and maintains reference/resource information on specific topics or policy-related issues; responds to various inquiries and information requests internally and externally. •Assists in the production of appeals, including the CERF applications, for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA. •Assists in the organization of meetings, seminars, conferences, workshops, trainings etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues; liaises with key partners serves as reporter to such events. •Maintains awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned. •Participates in technical assistance, disaster assessment or other missions. •Participates in project/programme formulation and mobilization of relevant resources. •Performs other related duties as required.

Competencies •Professionalism: Knowledge and understanding of humanitarian, emergency relief assistance and related human rights issues. In-depth knowledge of humanitarian and development issues, especially civil-military coordination related issues as well as related methodology. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to develop sources for data collection. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, work under pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. •Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings. •Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field.

Work Experience A minimum of two years of progressively responsible experience in civil military coordination, natural disaster response, humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or related area is required. Humanitarian experience in the field ( actual setting where the response is being implemented) in emergency situations (complex emergency or natural disaster) is desirable. Relevant experience in the UN Common System is desirable. Work experience in the Asia-Pacific region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Thai is required. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. Appointment against this post is on a local basis; candidates shall be Thai nationals and will be recruited in the country or within commuting distance of the ESCAP office. If no suitable local candidate is identified, Thai nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to Bangkok in the event of an employment offer.

Note to current staff members at the General Service level: Should a current General Service staff member be selected for this post, he/she would need to resign from his/her General Service appointment before receiving a new appointment at the National Officer level. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.

This is a project-funded position and will be available for one year initially subject to funding availability.

Any extension of appointment is subject to availability of funding, satisfactory performance and continued availability of the post.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
