The Department of Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and global HR advisory services which support the work of WHO and its member states.

Under the supervision of the Team Lead, Global Sourcing and Recruitment Team, the UN Volunteer will work with other team members, and will provide a range of administrative assistance in the day-to-day activities related to technical HR work in the area of human resources with a focus on supporting one or more of the following areas: outreach, selections, recruitment, roster management, and onboarding. The UN Volunteer will work in close collaboration with the HR Business Associates and HR Business Partners, and support staff and managers from the hiring departments in the various divisions across Headquarters. Instructions are received from the Team Lead and/or assigned HR Officers.

Within the delegated authority and under the supervision of the Team Lead in the Global Sourcing and Recruitment Team or his/her designated mandated representative(s), the UN Volunteer “Associate HR Officer (Sourcing and Outreach)” will: I. Outreach: Under the guidance of the Team Lead provides the primary support in: a) Developing and implementing talent acquisition sourcing and outreach strategies for HQ and ensuring outreach activities are in line with outreach goals. b) Supporting visibility of outreach activities with the focus on the Employee Value Proposition of WHO by liaising with internal communication and external relation activities targeting employer branding activities. c) Collecting statistical data (HQ but also regional and country offices) and conducting regular analysis and drafting outreach results reports on trends and developments related to talent sourcing and outreach. d) Supporting the planning and execution of the team's outreach activities that include, but are not limited to, career events, job fairs, online channels (social platforms, professional networks). Provides guidance and supporting documentation to participating team members. e) Actively looking for synergies with regional and country offices to support specific functional staffing needs and harmonized outreach and sourcing activities. f) Building partnerships, developing and maintaining effective relationships with a variety of outlets and social networks and posting boards platforms, institutions of higher learning, target organizations specializing in diversity and employing persons with disability, professional associations, WHO specialized networks and collaborating centres, development aid agencies, medical journals, online media, NGOs in official relations with the UN and other recruiting sources to recommend creative new ways of sourcing talent using contemporary recruitment tools and technologies. g) Continuously remaining abreast of the latest trends and best practices in the field of talent acquisition to further and promote the Organization's brand and reputation as an employer.

II. Administration: Provides daily administrative support to the Team in: a) Acting as a focal point for administrative functions requiring Team Lead’s approval. b) Maintains an updated and efficient tracking system to ensure cases are efficiently managed within the allocated timeframe and in the most effective way; maintains all necessary records, databases and statistics to allow comprehensive filing, tracking and analysis. c) Scheduling team’s meetings, acting as a focal point for the Team’s shared folders and Ms Teams space. d) Monitoring targets and deadlines in submission reports within the team. e) Monitoring and keeping accurate records and payment deadlines for procurement actions by maintaining and administering procurement contracts vendors, consultants, Agreements for Performance of Work (APW), and other contract modalities. f) Keeping records of leave and absences of all UNV colleagues in the Team. g) Acting as focal point for communication on administrative matters with the UNV Office. h) Performs any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs: • As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO and its beneficiaries in the accomplishment of her/his functions, including: o Meeting expectations of the role within the set deadlines. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Human Resources including in sourcing and outreach, recruitment and talent acquisition in the UN or an international organization. The experience could also be a mix of minimum 3 years in HR + minimum 2 years in Administration. Experience working in a multi-cultural environment.

Desirable: Two years' recent experience in a WHO or UN division, preferably in the area of Human Resources sourcing and outreach, to have a sound knowledge of the Staff Regulations and Staff Rules, procedures and practices as related to the work. Experience in organizing and/or participating in outreach activities.

Functional knowledge and skills: Strong analytical skills and good sense of judgement. Ability to draft in English neatly, concisely and grammatically correct. Very good organization and public speaking skills. High sense of prioritization and attention to details. Discretion and tact; ability to handle and preserve confidential information. Ability to liaise with people at all levels in the Organization and to proactively search for information. Ability to plan ahead and at the same time work well under pressure. Customer orientation, cultural sensitivity and good business ethics. Self-motivated, flexible and able to innovate. Good knowledge of WHO/UN rules, procedures and office practices is desirable.

Other: Understanding of procurement process and modalities.
Proficient computer skills in MS Office applications (including PowerPoint, Excel, Word). Practical knowledge of ERP applications such as Oracle or SAP would be an asset. Practical knowledge of recruitment and onboarding system such as Taleo (Oracle based) would be an asset.

WHO is present in two offices in Hungary: WHO Country Office for Hungary and the WHO Budapest Centre. The WHO Budapest Centre, out-posted office of WHO Headquarters, was established in December 2016, and is composed of the following teams: • Administrative Law team • Global Board of Appeal • Procurement • HRT/TAM Global Sourcing and Recruitment Team • Global Assurance Hub • IT Cybersecurity team

Capital city: Budapest (population of 1,721,000) Budapest is the centre of cultural life in Hungary and is as lively as any other capital in Europe. It is relatively easy to get along in English in the capital city, especially with the younger generation. Several language schools offer courses to learn Hungarian.

Residential Housing: With the housing market currently over-supplied, expatriates can relatively easily find long-term housing at a wide range of quality and prices. The current monthly rental cost starts at EUR 500 (1-bedroom apartment) plus utilities and common service expenses.

Medical Facilities: Hospitals and clinics meet European standards with facilities for all necessary surgical procedures. Many doctors, particularly in Budapest, speak English.

Educational Facilities: Budapest offers a wide range of educational facilities for children of all ages, including several international schools (English, French, German and Japanese).

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
