The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

As of the end of September 2021 in South Sudan, the registered refugee population was 328, 610 individuals (70,177 Households) located in over 21 different locations across South Sudan. The Sudanese refugee population remains the largest at 303,857 individuals (92.4%), followed by 17,483 refugees from the Democratic Republic of Congo (5.3%), 4,433 individuals from Ethiopia (1.3%), 2,401 individuals from the Central African Republic (0.7%), and 438 individuals of other nationalities. Most of the refugees are hosted in Upper Nile ( four camps) and Ruweng Administration Area ( three camps) in South Sudan representing 91% of the total population. UNHCR Representation in South Sudan currently undertakes a Biometric Information Management System to register all active refugee cases and, at the same time, gives support to field locations due to the continuous influx of new arrivals from some parts of Sudan and the need for periodic mass-verification in camp-locations. Documentation is prioritized as a key protection tool, facilitating freedom of movement for persons of concern, providing confirmation of legal status, and ensuring access to basic services. The camps have established primary healthcare facilities that are run by partners under close supervision of UNHCR. Additional measures have been introduced as per COVID-19 guidelines

• Within the delegated authority and under the supervision of UNHCR Senior Public Health Officer or his/her designated mandated representative(s), the UN Volunteer Associate HIV/AIDS/RH Officer will:

• Oversee and supervise the HIV/AIDS, reproductive health, and TB programmes, provide technical guidance to partners, monitor and evaluate the program in refugee operation in South Sudan. The incumbent will work very closely with UNHCR partners, other UN agencies, government counterparts and donors thus need to demonstrate strong coordination, representational, networking and negotiation skills.

• Receive direct administrative, technical guidance from and have functional linkage with the Senior Public Health Officer in Juba.

• Is a member of the Public Health Team and will coordinate and provide support on HIV/AIDS/RH/TB and related matters.

Responsibility Key functions include:

  1. Coordination, monitoring and evaluation, and advocacy for the HIV/AIDS, Reproductive Health (RH), and Tuberculosis programmes. Involvement in the development of polices, strategies, programmes, and proposals for HIV/AIDS/ RH activities in UNHCR SS.
  2. UNHCR South Sudan is a recipient of funds from UNAIDS and from Global Fund/ IGAD for implementing the HIV/AIDS and for HIV/TB programmes in the refugee camps respectively; therefore, the incumbent is expected to closely coordinate, monitor, and work with the relevant partners and the MoH/UNAIDS/IGAD/UNDP, and will be the focal point for all matters concerning the GFATM/UNAIDS/IGAD funded HIV/AIDS/RH projects / activities / programmes.
  3. Work with relevant stakeholders in UNHCR to advocate for access to refugees, returnees, and other persons of concern in national RH and HIV/AIDS/TB policies and programmes.
  4. Is the UNHCR HIV focal point for UNAIDS with respect to HIV/AIDS and emergencies in the country. The incumbent is ultimately responsible for providing coordination, policy and planning, advocacy, monitoring, and evaluation support on HIV in the context of emergencies in the country, in consultation with the UNHCR Public Health Officer in Juba and the Public Health Officers in Maban and in Jamjang. Coordinate and advocate for HIV/AIDS and refugee issues with National bodies, UN agencies and donors.
  5. Work in a multi-sectoral and coordinated approach in co-operation with Government of South Sudan / MoH, UN agencies, and UNHCR partners; participate in the RH/HIV/AIDS/TB coordination and working group meetings.
  6. Support UNHCR focal points in the field and among partners to take a lead role in coordinating RH and HIV/AIDS / TB activities.
  7. Work closely with UNHCR Programme, Community Based Protection, and Protection Unit to identify priority reproductive health / HIV/AIDS issues and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met.
  8. Update and disseminate information materials on RH and HIV/AIDS/TB based on standard practices and policies among partners.
  9. Represent UNHCR in relevant (technical meetings which lead to operational guidance) fora concerning, HIV/AIDS/TB and reproductive health.
  10. Address gaps in existing programmes and develop new programmes through establishing contacts with and integrating refugees and returnees in local and international HIV/AIDS and other RH-related prevention, education, and youth development programmes (e.g., youth centres, peer education).
  11. Provide technical assistance to implementing partners in development, integration and mainstreaming of appropriate and cost-effective HIV/AIDS and RH prevention, treatment and care, and monitoring and evaluation programmes. Prioritize Sexual and Reproductive Health and HIV/AIDS prevention and community participation in RH activities.
  12. Participate in design, monitoring and evaluation of HIV and RH prevention and care programmes and policies for refugees, returnees, and other persons of concern to UNHCR.
  13. Active involvement in all aspects of programme monitoring and evaluation with a main emphasis on checking levels of implementation and impact vis-à-vis resource inputs to measure cost-effectiveness and re-orient the programme as appropriate.
  14. Apply various mechanisms and tools to ensure proper monitoring
  15. Ensure the work plans and quarterly reports for IGAD funds are submitted on time and in good quality
  16. Work with field colleagues and ensure maternal death audits are carried out on time and the same submitted to UNHCR and in Web HIS.
  17. Perform other functions as assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As an active UNHCR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including: • Overall: o Contribution to Health/Nutrition/HIV and AIDS/WASH/related activities to achieve the UNHCR South Sudan 2021-2025 Strategic objectives, and the Global UNHCR PH Section 2021-2025 Strategic Plan. o HIV/AIDS/TB/RH activities coordinated, monitored and evaluated. o Capacity enhancement with and for relevant colleagues, partners and stakeholders done on regular basis. o IGAD funded HIV/AIDS/TB projects monitored, and reports submitted on regular basis. o Periodic reviews and reports timely submitted and other information shared with the colleagues, supervisors and concerned offices as appropriate. o Good working relationship with partners, UNAIDS, MoH HIV/AIDS/TB department, and UN Agencies; o Coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); o Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Medical / public health field, including in coordination. o Previous work experience in displacement stings is an asset. Previous working experience, preferably in refugee settings and/or international experience, is an asset; experience with HIV/TB/RH programmes is an added advantage; experience e working in the UN or other international development organization is a plus. o Accuracy and professionalism in document production and editing; o Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; o Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; o Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; o Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; o Sound security awareness; o Have affinity with or interest in assistance of refugees and other affected populations volunteerism as a mechanism for durable development, and the UN System.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: • Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice, and orientation to the local environment; • Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; • Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; • Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address.
