The UN Cambodia UNDAF 2019-2023 is aligned to national development frameworks and priorities, and has defined gender equality and the empowerment of women and girls as a cross-cutting issue essential to the achievement of the SDGs and UNDAF outcomes, both as a stand-alone objective and as a key enabler of sustainable development. The UN Country Team (UNCT) in Cambodia is supporting the Royal Government of Cambodia to build back better, with a focus on gender-sensitive economic recovery. The UNCT has two coordination mechanisms in place to mainstream its gender work, internally and externally.

The Protection of Sexual Exploitation and Abuse Task Team: The UNCT has taken concerted efforts to establish PSEA mechanisms and increase the awareness and understanding of all personnel and partners on PSEA. An inter-agency PSEA Working Group has been established (chaired by UNICEF) and all agencies have PSEA Focal Points responsible for taking forward joint commitments on PSEA. Considering the extensive COVID-19 preparedness and response efforts, the UNCT has recognised the need to intensify and hasten the establishment of more strategic, coordinated and effective mechanisms across the UN System in Cambodia. Sexual exploitation and abuse (SEA) and sexual harassment (SH) have always been unacceptable behaviours and prohibited conducts for United Nations (UN) staff and related personnel.

Under the direct supervision of the Team Leader of the Resident Coordinator Office and the PSEA Coordinator of Unicef, the UN Youth Volunteer will undertake the following tasks:

Support the RCO with the overall coordination of gender equality issues and gender mainstreaming work, contributing to SDG 5 - gender equality and women’s empowerment in Cambodia.

Assist the coordination and participate in the meetings within the UN Gender Theme Group.

Support coordination for UN agencies efforts to prevent Gender Based Violence (GBV) and implementation of the UN Secretary General’s Political Engagement Strategy on GBV.

Support the PSEA Coordinator and RCO in the operationalisation of the PSEA Task Team and the implementation of the inter-agency PSEA Action Plan.

Support the PSEA Coordinator and RCO in the regular review and update of the inter-agency PSEA Action Plan and annual report.

Assist the PSEA task team to establish and operationalize inter-agency Community-Based Complaint mechanisms for PSEA with clear SOP and strengthen victim assistance mechanisms with clear protocols

Assist the PSEA Coordinator to strengthen PSEA efforts within UN agencies through preparing trainings for UN staff and implementing partners, and facilitate the sharing of good practices.

Contribute to finding opportunities to apply gender analysis to strengthen gender responsive programming, undertakes research on relevant gender and protection topics, and drafts reports.

Commitment and motivation, integrity, knowledge sharing, planning and organizing, professionalism, working in teams.

and/or demonstrated interest (up to two years) in gender equality, gender mainstreaming, safeguarding and prevention from sexual exploitation and abuse, preventing gender-based violence, protection, human rights.

Ability to integrate gender considerations across disciplines/sectors, in academic or professional work

Motivated to contribute towards peace and development and to serve others;

Good interpersonal, networking and communication skills;

Willingness to contribute and work as part of a team;

Flexible and open to learning and new experiences;

Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

Understanding of the international development and humanitarian work

Cambodia is a family duty station. The climate of Cambodia is tropical, monsoonal and is characterized by heat and humidity. The rainy season lasts from May to October and the hot, dry season from November until April. Houses and apartments are available to suit most budgets and preferences. House hunting is not difficult in Phnom Penh. The usual means of locating suitable accommodation is through estate agents/realtors. International UN Volunteers are required to follow the UN residential security requirements as per the local MORSS when choosing their accommodation. For daily transportation the cheapest, fastest and most frequent mode of travel is by tuktuk through designated smartphone apps. In terms of health, common diseases in Cambodia are those which exist in other tropical countries like diarrhoea, malaria, dengue and HIV/AIDS. Most of the serious cases have been reported contracted in hilly, rural and densely forested areas. Generally, in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis. While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore.
