Org. Setting and Reporting The United Nations Human Settlement Programme, UN-HABITAT is the focal point for sustainable urbanization and human settlements in the United nations. It is Mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is in the Management and Compliance Division, Nairobi duty station.

Under the direct supervision of the Financial Management officer and an overall guidance of the Director of Management and Compliance Division. Associate Finance Officer in close collaboration with MACs staff, provide support to the organization and its related programmes and projects by assisting in the management of financial resources through budgeting, accounting, and reporting consistent with UN rules and regulations.

Responsibilities 1. Budget and Finance Advise and support in management of financial resources: (a)Forecast the consolidated financial requirements of the work areas(b) Monitor consolidated budget and project implementation ensuring full liquidity at all times(c)overseeing recognition of revenue of the organization in line with UN rules and regulations , particularly IPSAS.(d) Participate in formulation of policies, guidelines and strategies related to the financial and administrative components.(e) provide support with respect to resource requirements for the budget submissions by reviewing analyzing and providing inputs into the finalization of the programme budges and financial implications. (f) Act as the liaison officer with programme management officers (PMOs) and UNON to account for UNDP IOV transactions.

2. Management Accounting (a)Monitor and report on a quarterly basis on the reconciliation of all projects and funds balances to the financial system in line with donor agreements and initiate the necessary adjustments.(b)assist in the production of monthly UN-HABITAT financial statements and produce a quarterly financial position report for the management (c)Participate in the needs assessment for management reports and the development, design and testing in the project accrual and accountability systems and Umoja ERP. (d) Participate in the internal working group on the assessment of IPSAS benefits realization within the organization.

3. Reporting (a) Oversee the preparation, dissemination and follow up on issues arising from the monthly and periodic financial reports sent to PMOs.(b)Assist in production of internal year end instructions on closing of accounts for PMOs and ensure adherence to financial guidelines provided by UNON and UNHQ.(c) Support programme managers during audits and propose corrective action on audit findings as required.(d)Coordinate, produce and submit quarterly and annual reports for the CEB and specified donors such as USAID, CERF, UNDP, EU, and MPTF etc. (e) Perform any other relevant tasks.

Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

Education A first level degree in Accounting, finance, business administration or public or related area and a certified accounting designation. Familiarity with United Nations administrative financial policies and procedures is an asset. Computer skills necessary and ability to work independently.

Work Experience A minimum of two years of progressively responsible professional experience in accounting, finance, budget, administration or related area is required.

Familiarity with Microsoft office are required Experiences working with an accounting module ERP eg S.A.P is an added advantage.

Experience in implementation of Accounting Standards including IPSAS highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
