Org. Setting and Reporting This position is located in the Centres Operations Section (COS) in the Information Centres Service (ICS), Campaigns and Country Operations Division (CCOD), Department of Global Communications (DGC). The COS provides human resources management, finance, and budget support to approximately 60 field offices of the DGC in the global network of UN Information Centres (UNICs). To learn more about the UNICs, visit https://unic.un.org. The incumbent reports directly to the Finance and Budget Officer under the overall supervision of the Chief of COS.

Responsibilities Within delegated authority, the Associate Finance Officer may be responsible for the following duties. BUDGET PREPARATION AND ADMINISTRATION: - Review and analyse annual cost estimates of staff and non-staff requirements from UN Information Centres and information components of UN Offices in the field; - Assist the Finance and Budget Officer in the elaboration of resource requirements for budget submissions; - Review working tables and analyses of the distribution of budgetary sub-allotments among UN Information Centres; - Monitor budget implementation and recommend reallocation and/or redeployment of funds where necessary; - Monitor monthly expenditures to ensure that they remain within authorized levels; - Process redeployment requests as and when required; - Assist in the administration of extra budgetary resources of the Special Fund for Government Contributions, including review of agreements and cost plans, preparation of allotment requests and ensuring compliance with relevant regulations and rules and established procedures and policies; - Assist in the preparation of proposed programme budget submissions; - Review and assist in the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. FINANCE/ACCOUNTING: - Assist in the review of regular financial reports from UN Information Centers; identify problem transactions and irregularities in related accounts and resolve them in a timely manner; - Assist in ensuring that accurate and complete accounting reporting and internal control systems are functioning and that all relevant records are maintained; - Provide support to UN Information Centers administrative staff by responding to queries, investigating and formulating solutions to reporting problems; - Perform functions required for year end and end of the biennium account closing exercise; - Research and analyze information needed to respond to audit findings; - Monitor and supervise the work of subordinate staff as required. GENERAL: - Assist in the management of the nonexpendable assets inventory including updating records, preparing periodic reports, drafting requests for disposal to Headquarters Property Survey Board; - Provide support to manage UNICs field procurement contracts and ensure that procurement actions are taken on a timely basis; - Supervise support staff as required; - Perform other related duties, as assigned.

    Education A first-level university degree in business administration, public administration, finance, accounting, commerce or related field is required. Candidates for this position must have passed the United Nations Young Professional Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

    Work Experience A minimum of two years of progressively responsible experience in finance, budget, business administration, accounting, procurement or related area or the successful completion of Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE), or the General Service Professional Examination (G to P) is required.

    Experience working with Enterprise Resources Planning (ERP) systems such as Umoja, SAP or similar is desirable.

    Experience in finance and budget within the United Nations Secretariat or similar international organization is desirable.

    Experience working with a large client base located across multiple time zones is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other UN official languages is desiarbale.

    Assessment As YPP, NCRE and G to P candidates have been through a rigorous assessment process, no formal competency based interviews or assessment tests will be conducted.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available for six (6) months with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
