Org. Setting and Reporting The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the Director-General of UNON is the representative of the Secretary-General in Kenya. UNON supports programme implementation of the United Nations Environment Programme (UNEP), the United Nations Human Settlements Programme (UN-Habitat) and the Resident Coordination System (RCS) globally, as well as other UN offices in Kenya, by providing administrative, security, conference and information services (www.unon.org).This post is located in the office of Budget and Financial Management Services (BFMS), Division of Administrative Services (DAS), Trust Funds Unit at the Nairobi duty station. Under overall supervision of the chief of unit, the incumbent will be responsible for:

Responsibilities ACCOUNTING: 1. Responsible for the processing of financial documents in line with the financial rules and regulations; 2. Responsible for United Nations Development Programme (UNDP) IOV charges processing, clearing of open items, cash settlement and Service Clearing Account reconciliation. 3. Review and analysis of various accounting data, financial statements input and preparation of reports; 4. Scrutinize supporting documents for completeness, accuracy and validity of requests in line with applicable policies, procedures, rules and regulations; 5. Verify accuracy of postings and process corrections as appropriate; 6. Analyze and monitor open item managed accounts (OIM) in the ERP system (Umoja) and initiate and coordinate corrective action; 7. Perform approval functions of financial transactions as per delegation; 8. Perform quality review of reports before issuance, prepare donor reports and financial statements.

BUDGETING: 1. Preparation of cost estimates and budget proposals in terms of staff and non-staff requirements for regular budget and extra-budgetary resources under UNON Administration; 2. Assists in the preparation of budget performance submissions; 3. Monitor budget implementation and performance and recommend reallocation of funds as necessary; 4. Ensure that requisitions for goods and services are in line with authorized budgets, the priorities of the organization and the UN financial rules and regulations; 5. Execution of cost recovery in line with established agreements and policies and support on the collection of associated receivables; 6. Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures; 7. Review requests for creation and extension of positions as well as requests for recruitment; 8. Perform certifying functions of financial transactions as per delegation; 9. Assists in providing substantive support to intergovernmental and expert bodies;

GENERAL: 1. Respond to queries and draft correspondence in relation to budgetary and financial matters from management, clients (internal and external), auditors and other stakeholders; and ensure timely responses to clients’ requests and queries through iNeed; 2. Prepare and analyze reports with a view to identify anomalies and unusual trends and recommend corrective action as appropriate; 3. Perform data extraction and prepare various reports for management review; 4. Ensure that accurate and complete accounting; reporting and internal control systems are functioning; 5. Ensure that all relevant records and audit trails are maintained; 6. Supervise one or more team leaders and teams and provide day-day management and supervision, training and guidance to other staff; 7. Provide support to Unit Chief in planning of unit and team staff work plans, monitor and report performance against the plans and key performance indicators; 8. Knowledge retention and quality assurance focal point for the team; 9. Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. 10. Perform other related duties as required by Section or Unit Chief.

CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master's degree or equivalent) in Business Administration or related fields is required. A first-level university degree in combination with (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience Experience in preparation of financial statements, management of accounts payable and accounts receivable and leadership of teams is required.

One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is also desirable.

NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.

Assessment Candidates may be required to undergo a competency based interview without a written assessment test.
