Org. Setting and Reporting These positions are located in the UNODC Budget Unit (UNODC-BU), Budget Section (BS) of the Finance Resources Management Service (FRMS), Division for Management (DM), United Nations Office on Drugs and Crime (UNODC), Vienna. The incumbent will work under the direct supervision of the Chief of the Unit and overall guidance of the Chief of Section.

Responsibilities Within assigned authority, the Associate Finance and Budget Officer will be responsible for the following duties:

Budget preparation: •Review, analyze and assist in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from UNODC (regular budget and voluntary contributions). •Prepare cost estimates for the financial implications of draft resolutions to be adopted by UNODC Governing Bodies. •Assist managers in the elaboration of resource requirements and budget submissions for UNODC (regular budget and voluntary contributions).

Budget administration: •Prepare allotments and redeployment of funds when necessary for UNODC (regular budget and voluntary contributions), ensuring appropriate expenditure. •Monitor budget implementation and expenditure under UNODC (regular budget and voluntary contributions) to ensure that they remain with authorized levels, with particular emphasis on UNODC Field Offices and cost recovery accounts. •Prepare periodic budget implementation reports, variance analysis and statistical information on UNODC budget for Senior Level Management and UNODC Governing Bodies. •Assist in the preparation of budget to actuals comparison for UNODC Financial Statements. •Assist in the clearance of funding agreement and cost plans for voluntary contributions. •Assist in the review and of programme and project documents, cost plans and revisions.

Education An advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to professional Examination (G to P).

Work Experience A minimum of two years progressively responsible experience in finance, administration, budget, business administration or related area, or the successful completion of Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE), or the General Service Professional Examination (G to P) is required.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice These temporary positions are available until 31 December 2021. Actual filling of this position and actual duration of the assignment is subject to availability of funding.
