Org. Setting and Reporting The post is located in the Programme Planning and Budget Section, Financial Resources Management Service, Division of Administration, United Nations Office at Geneva. The incumbent will report to the Chief of the Section.

Responsibilities Within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties:

Budget preparation: - Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Reviews and analyses programme budget/financial implications statements in light of additional mandates. - Assists managers in the elaboration of resource requirements for budget submissions. - Provides support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.

Budget administration: - Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. - Monitors budget implementation and recommends reallocation of funds as necessary. - Monitors expenditures to ensure that they remain within authorized levels. - Reviews pre-commitments generated in the system for goods, services and travel of staff to ensure (a) correct objects of expenditure have been charged, (b) availability of funds, and compliance with regulations and rules and established policies and procedures. - Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Assists in the preparation of budget performance submissions, including programme planning and resource requirements. - Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. - Reviews agreements for voluntary contributions, creates grants, monitors cash availability and prepares budget release documents for approval. - Provides financial and administrative support to clients, including the preparation of travel, procurement actions, and consultant/individual contractor agreements. - Assists in providing responses to internal/external audit observations.

General: - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Performs other related duties, as assigned.

Competencies - PROFESSIONALISM: Ability to identify and resolve budgetary problems and identify sources for data collection. Very good knowledge of Microsoft Excel and data manipulation. Proven conceptual, analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations; Drafting skills are required, to review and draft comprehensive, clear and concise reports and correspondence on budgetary and programmatic matters. Ability to apply various United Nations administrative rules and regulations in work situations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

  • CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education An advanced university degree (Master's degree or equivalent degree) in business administration, finance, or related field is required. A first-level degree (Bachelor's degree or equivalent degree) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification Certification as a Certified Public Accountant (CPA), as a Chartered Management Accountant (CIMA) or equivalent is desirable.

    Work Experience At least two (2) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.

    Experience in providing professional guidance/support to clients in the area of budgeting, finance, procurement and recruitment is desirable.

    Audit experience in International Organizations or multinational corporations is desirable

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
