Setting and Reporting The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. The post is presently located in Cairo, Egypt.

Responsibilities

Within delegated authority, the Associate Field Security Coordination Officer may be responsible for the following duties: • Prepares a draft security plan and security management documents for assigned elements of the mission, designated county or geographic area, including assigned aspects related to elaboration, development, implementation and updating of the documents. • Carries out substantive assessment of the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation. • Monitors activities related to the implementation of the approved security measures and provides recommendations for possible support needs and improvements. • Participates in maintaining and enhancing lines of communication with United Nations Security Management System (UNSMS) entities, including agencies funds and programmes and security focal points. Provides technical assistance at Area/Security Management Team meeting and serves as a member of the UN Security Cell, contributing to the implementation and evaluation of the effectiveness of the security contingency planning. • Assists with implementation and evaluation of the preparedness and compliance of the security measures as decided by the United Nations Security Management Team. • Conducts security surveys and assessments, participates in the security assessment missions and programme delivery missions, supporting agencies, funds and programmes. • Supports the implementation of safety and security policies of the UNSMS. • Participates in maintaining cooperation and enhancing collaborations with authorities and international institutions, supports security briefings, advice and security training to UNSMS personnel and operational partners of the United Nations (such as entities under Saving Life Together framework). • Establishes and maintains close relations with host country security agencies, including national and local provincial authorities, military and police officers, and acts as liaison between the Senior Security Officer and the host country services. • Tracks developing threats and related risks, reviewing the impact of security factors and risks on UNSMS premises, assets, programmes and delivery. Prepares draft reports on security-related incidents involving UN staff members project personnel or eligible dependents. • Provides support to UNSMS organizations in the establishment and maintenance of a functioning Emergency Communication System. • Assists Senior Security Officers in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies. Participates in all security-related contingency exercises. • Provides support in organizing and conducting security training courses on security awareness and preparedness and provides security orientation to UNSMS personnel and operational partners of the United Nations (such as entities under Saving Life Together framework). • Assists Senior Security Officer in responding to crisis events and security incidents. • Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in security management, business or public administration, political/social science, psychology, criminal justice, law, international relations, or a related field is required. A first level university degree with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience

A minimum of two years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in corporate environment is required. Solid computer skills (MS Word, Excel and Power Point, etc.) are required. Experience in planning, design, implementation or review of risk mitigation measures related to operations impacted by insecurity is desirable. Prior experience with the UN system or international NGO is desirable. Specialized experience in such areas as security programmes, risk assessments or analysis is desirable. Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Arabic (oral and written) is required. Knowledge of another official United Nations language is desirable. Note: Fluency equals a rating of "fluent" in all four areas (speak, read, write and understand). Knowledge of equals a rating of "confident" or "fluent" in at least two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

• Funding for this position is from an extrabudgetary project grant and is available until 21 March 2025. The appointment or assignment and renewal thereof is subject to the availability of funds, budgetary approval and/or extension of the mandate. Accordingly, the appointment will be temporary for the duration of the grant.
