Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Facilities Management Officer reports to the Chief Engineering & Facility Management.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Facilities Management Officer will be responsible for the following duties:

Planning and Design - Analyzes project proposals and provides feedback and recommendations to ensure technical feasibility, and soundness. - Liaises with Planning and Design Officers and Engineers to discuss drawings and plans. - Applies commonly used calculations, practices and precedents in completing portions of larger projects related to the design, construction, or maintenance of major systems and facilities. - Prepares and implements guidance materials and instructions aimed at achieving the objectives of the Unit. - Draft project and technical documents, including preparation of complex scope of work, involving goods and services typically for large projects with value of over one million US dollars is required. - Plans, designs, constructs, renovates, repairs and upgrades buildings and related facilities and production of drawing, Scope of Works, BOQ, tender documents for integrated UN compound within the UN premises for new buildings and facilities and upgrade and maintain external infrastructure.

Implementation - Implements and monitors ongoing projects and maintenance schedules. - Undertakes research to gather information related to engineering projects. - Conducts technical studies on engineering topics, preparing guidelines for the general planning and maintenance of systems and facilities. - Provides updates and policy guidance to the Chief of Section/Unit on the operation and maintenance of common support services bringing up issues that are urgent, of sensitive nature, or recurrent and recommend solutions. - Ensures the coordination and provision of materials and logistic support is provided. - Assists with the assignment and coordination of activities of technical staff and contracted project personnel under his/her supervision ensuring technical guidance and direction. - Conducts space allocation and management. Prepares and follows-up work orders (building maintenance and minor engineering works).

Administration - Liaises with Facilities Management Officers, Engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. - Produces cost data and estimates for mission related engineering activities. - Supports the management of budget allotments and monitors the consumption of maintenance supplies. - Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Business Management, Contract Administration, or related areas is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certificate in the buildings anti-blast design is desirable.

Work Experience At least two (02) years of progressively responsible experience in technical, administrative and supervisory areas in the maintenance, management and operation of facilities is required.

Experience providing facilities management services to or in a field operation of the United Nations Common System or a comparable international organization is required.

Experience in building management is desirable.

Experience in technical drawing, using appropriate software including not limited AutoCAD, Revit, and MS project and an ability to produce technical plans, BQ’s and specifications for procurement processes is desirable.

Experience in buildings and facilities maintenances with excellent knowledge on the reducing environmental impact on buildings and sustainability requirements, is desirable.

Experiences in the buildings anti-blast design is desirable.

Experience using the methodologies for project planning, execution and evaluation of engineering standards is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

  • This post is funded through a trust fund for a finite period of one year. Extension of appointment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance of the incumbent.
