Org. Setting and Reporting This temporary position is located in the Transboundary Cooperation Section in the Environment Division of the United Nations Economic Commission for Europe (UNECE). The incumbent reports to the manager of the Industrial Safety Unit and Secretary to the Convention on the Transboundary Effects of Industrial Accidents (Industrial Accidents Convention).

The broad aim of UNECE's environment activities is to safeguard the environment and human health, and to promote sustainable development in its member countries in line with the 2030 Agenda.

Responsibilities Under the general supervision of the Chief, Transboundary Cooperation Section, and the direct supervision of the Head of the Industrial Safety Unit and Secretary to the Industrial Accidents Convention, the incumbent provides support to the planning, implementation and monitoring of the work under the Industrial Accidents Convention. In particular, the incumbent will be responsible for the following tasks:

Sustainable development and industrial safety analysis: - Collects, evaluates, interprets, analyses specified statistics and qualitative information obtained from a variety of sources and pertaining to industrial safety, countries with economies in transition, or sustainable development. - Maintains databases and information repositories, obtains and organizes non-quantitative information. - Assists in the design, testing, operation and modification of new databases, networks and training materials - Prepares reports and analysis incl. of legislation, policies and programmes, briefing notes, inputs to speeches, press releases and similar material on industrial safety related issues in a form that is meaningful to non-specialists; - Prepares first drafts of sector, country or regional components of analytical studies on sustainable development and industrial safety issues and policies. - Assists in the organization and servicing of expert group meetings, seminars, etc on development issues.

Intergovernmental support: - Prepares inputs for reports to intergovernmental bodies - Follows intergovernmental meetings and prepares summary reports, and similar material - Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings; - Assists in the organization of panels, round tables etc on sustainable development and industrial safety issues for inter-governmental processes

Technical cooperation: - Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of sustainable development and industrial safety - Prepares documentation for technical cooperation programmes and projects - Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects - Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

General: - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services; - Undertakes on-the-job and other training activities, both internally and externally.

Work implies frequent interaction with the following: Staff within work unit/section and peers in UNECE; staff of other international organizations and UN country teams working on related issues; senior officials and experts in government institutions, academics and representatives of civil society, both NGOs and the business community.

Results Expected: Efficiently develops and maintains information system, databases and repositories; provides sound analyses of industrial safety problems of developing countries and economies in transition; conducts review of legislation, policies and programmes; provides practical assistance in project development and implementation; effectively supports inter-governmental processes, under the direction or guidance of a senior staff member.

    Education Advanced university degree (Master’s degree or equivalent degree) in environmental management, natural or social science, legal affairs, international relations, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of two years of progressively responsible experience in research and analysis, policy formulation, application of principles of sustainable development in development programmes or related area is required.

    Experience with multilateral environmental agreements and the servicing of their intergovernmental bodies is required.

    Experience in the field of industrial safety or the prevention of accidental water pollution is desirable.

    Experience with legislation review and analysis is desirable. (No experience requirement for candidates who have passed a United Nations Competitive Recruitment Examination.)

    Languages Fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice - This position is temporarily available from 15 February 2023 for a period of 9 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
