Org. Setting and Reporting This position is located in the Environment Unit in the Office of the Chief of Mission Support of the United Nations Assistance Mission for Iraq (UNAMI), Baghdad. The incumbent will report to the Chief of the Environment Unit or his/her designate.

Responsibilities Under the overall guidance and supervision of the Chief of Environment Unit, the incumbent will be responsible for the following duties: - Assist the Head of Environment Unit in formalizing and implementing the Mission's Environmental Management System (EMS), keeping contact with the stakeholders and Environmental Focal Points (EFPs) to ensure continuous improvement of EMS. Monitor progress and ensure compliance with the DOS environmental policy and the mission's environmental regulations. - Conduct the Environmental aspect and impact assessment, prepare reports identifying the areas for improvements, and share the recommendations for implementation with the relevant sections. - Coordinate an environmental data collection process with the data owners and provide aid in reporting through Environmental Action Planning and Performance (eAPP) online platform. Analyze the collected data and coordinate the preparation of a remedial action plan with data owners in case of deficiency. - For each reporting period, middle and end of the year, coordinate the results of collected data through the eAPP platform with the NYHQ's Environment Unit and REACT consultants. Consolidate data collection results and prepare a brief report for the mission's senior management, visualizing (bar/pie chart) achievements and setbacks in resources management. - Monitor, analyze, and report the performance of different facilities (e.g. solid waste management facilities, fuel points, generator rooms, water and wastewater systems,). - The AEAO (Associated Environmental Affairs Officer) must be familiar with the thermal dynamics of buildings (residential, office, warhorse, medical clinics, catering facilities, storage facilities), possess engineering and architectural software, and simulate building energy performance. - Develop and implement a monitoring and controlling system for building energy performance and indoor environmental quality, establishing performance benchmarks using Energy Unit Intensity (EUI) as a KPI (Key Performance Indicator). Prepare a remedial action plan in case of underperformance revealed through comparative analysis and present it to the engineering section for an implementation. - UNAMI will establish Field Remote Infrastructure Monitoring (FRIM) system to monitor environmental parameters using smart technologies. Candidate must be familiar with the smart camp concept and smart technologies, like; Indoor/outdoor environmental quality (IEQ) sensors, smart metering devices, and other IoT (Internet of Things) technologies. Before the commencement of the FRIM system in UNAMI, the EU will develop the Measurement and Verification (MV) protocol. The candidate shall be familiar with MV processes and appropriate language to outline procedures in the protocol. - Regularly perform comparative data analysis collected from multiple IoTs and metering devices and maintain a digital data base on EU’s MS Share Point. - To develop environmental awareness and promotional program, the candidate shall be able to possess the graphic, rendering, and animation software. Presentation and training programs shall be prepared in English and Arabic; therefore, fluent English/Arabic is required, along with good presentation and training event management skills. - Application of professional engineering calculations, practices, and precedents in completing portions of medium and larger projects related to the design, Installation of renewable energy systems, waste disposal systems, water treatment facilities, environmental controls systems and other related activities in the mission area, all together leading to an environmental sustainability practice. - Supervise and follow up of contract for environmental sampling and testing and advanced studies, performing basic in-situ testing in various areas of concern (e.g., water quality, air sampling, and soil composition) to assess contamination incidents. - Review the SOW/SOR and other supporting project documents submitted by various sections and units for clearance. In case of detected noncompliance with environmental policy, industry standards, and sustainable environmental practices, provide recommendations and professional judgment to pursue compliance. - Participate and represent UNAMI in teleconferences and working group meetings organized by NYHQ. - Perform other related work as required.

Good computer skills including knowledge of MS Office suite, Architectural and engineering BIM (Building Information Modeling) software, Photoshop, and animation software. Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in Architecture/engineering or in sciences related to the environment (e.g. environmental studies, geology, architecture, hydrology or agriculture) or related field is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in Architecture/engineering and/or with entities involved with environmental concerns (e.g. Ministry of Environment/Health, national or international consulting firms, or non-governmental organizations) is required.

Experience with environmental and/or engineering software, in administrative work and training delivery is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
