Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is in the Modelling and Forecasting Section (MFS) of Cluster 3: 'Shared Economic Prosperity'. Cluster 3 acts as a pioneer and multi-stakeholder regional platform for deliberation, consensus-building, peer learning, and policy solutions on regional connectivity to achieve a basic standard of living for all people in the Arab region through sustained and integrated economic development. Cluster 3 also supports member States in complying with the commitments made in the Addis Ababa Action Agenda.

Under the overall supervision of the Cluster Leader, the incumbent reports to the Chief of MFS.

Responsibilities Within delegated authority the Associate Economic Affairs Officer will be responsible for the following duties: 1- Collects, evaluates, interprets, analyses specified statistics and qualitative socio-economic information obtained from a variety of sources and pertaining to particular sectors, countries, regions or development topics. 2- Maintains databases and programmes for database management and organizes nonquantitative information. 3- Assists in the design, testing, operation and modification of economic models. 4- Prepares briefing notes, inputs to speeches and similar material on economic or sector issues in a form that is meaningful to non-specialists. 5- Prepares first drafts of sector, country or regional components of analytical studies on development issues and policies. 6- Assists in the organization and servicing of expert group meetings, seminars, etc... on development issues.

Intergovernmental support: 7- Prepares inputs for reports to intergovernmental bodies. 8- Follows intergovernmental meetings and prepares summary reports and similar material. 9- Prepares inputs to statements by members of the Bureau and Secretariat staff to such Meetings. 10- Assists in the organization of panels, round tables etc... on development issues for intergovernmental processes.

Technical cooperation: 11- Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of economic development. 12- Prepares documentation for technical cooperation programmes and projects. 13- Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. 14- Monitors, backstops and assesses the implementation of technical cooperation programmes and projects. 15- Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's services; 16- Undertakes on-the-job and other training activities, both internally and externally.

Meets timeline for delivery of products or services to client.

Education A first-level university degree in economics, business administration or related field is required.

Work Experience A minimum of two years of progressively responsible experience of modelling in a data science background is required.

Two years of experience using GAMS Sofware is desirable.

Two years of experience in using R software is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
