Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Sustainable Urban Development Section, in the Environment and Development Division. The incumbent reports to the Chief of Sustainable Urban Development Section.

Responsibilities Under the direct supervision of the Chief of Sustainable Urban Development Section, and overall supervision of the Director, Environment and Development Division, the incumbent is required to perform the following functions:

Economic and/or sector analysis: - Collects, evaluates, interprets, analyses specified statistics and qualitative socio-economic information obtained from a variety of sources and pertaining to particular sectors, countries, regions or development topics. - Maintains databases and programmes for database management and organizes non-quantitative information. - Assists in the design, testing, operation and modification of models relevant to urbanization. - Prepares briefing notes, inputs to speeches and similar material on economic or sector issues in a form that is meaningful to non-specialists. - Prepares first drafts of sector, country or regional components of analytical studies on environment and development issues and policies. - Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues.

Intergovernmental support: - Prepares inputs for reports to intergovernmental bodies. - Follows intergovernmental meetings and prepares summary reports and similar material. - Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings. - Assists in the organization of panels, round tables, etc. on development issues for inter-governmental processes.

Technical cooperation: - Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of urban development. - Prepares documentation for technical cooperation programmes and projects. - Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. - Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

General: - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services. - Undertakes on-the-job and other training activities, both internally and externally.

Education A first-level university degree in economics, environment or sustainable development, or related field is required.

Candidates for this position must have passed the United Nations Young Professional Programme Examination (YPP) or the General Service to Professional Examination (G to P).

Relevant experience in urban development issues, including environment, social development, infrastructure and housing, energy, transport or mobility is desirable.

Relevant experience in gender mainstreaming in projects/programming desirable.

A minimum of two years of progressively responsible experience in relevant research and analysis, policy formulation, application of sustainable development principles in development programmes or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment As YPP and G to P candidates have been through a rigorous assessment process, no formal competency based interviews or assessment tests will be conducted.
