Org. Setting and Reporting This position is located in the Laboratory and Scientific Service (LSS), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Programme Management Officer, LSS, and the overall guidance of Chief, LSS.

Responsibilities Within limits of assigned authority, the incumbent will undertake activities in the context of the on-going Forensic and Scientific work programme of the UNODC to enhance the capacity of Member States to provide scientific support to drug control and crime prevention activities. The incumbent will be responsible for the following specific duties: •Provide substantive and backstopping support for the UNODC Global Scientific and Forensic Programme (GLOU54), in particular as it relates to the UN Toolkit on Synthetic Drugs (“Toolkit”) portfolio. •Support the development and implementation of capacity building activities to promote the use of the Toolkit. This includes, but not limited to training workshops, webinar series and technical presentations. •Contribute to and coordinate the development of online platforms and applications, websites and databases related to the Toolkit. Develop and maintain creative content for online platforms by using relevant software applications (e.g. Adobe creative package), if required. •Research the latest information on resources and tools related to responses to synthetic drugs and update the Toolkit online platforms accordingly. •Liaise with collaborating partners on the update of existing modules and development of new Toolkit content. •Monitor and track online platform analytics for reporting and development purposes. •Provide project management assistance to support the development of interactive forensic tools and resources to support front line officers in making informed interdiction decisions. - Provide support in the preparation of workplans, identifying experts to deliver the substantive work, liaising with donors, tracking financial expenditures against the approved budget, preparing donor reports and internal implementation reports. •Support the implementation, monitoring and technical backstopping of project GLOU54, monitor and analyse programme/project development and implementation; draft programme/project proposals and review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; assist with preparing substantive progress and reports. •Assist in developing funding proposals, concept notes and implementation related reports and, when appropriate, liaise with donors. •Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, brochures etc.; prepare briefing notes and relevant summary reports for senior management and senior official visitors to UNODC and for country and regional consultations with donors, as well as for other major UNODC events; draft routine day-to-day correspondence, respond to correspondence and inquiries, update media and on-line coverage of the UN Toolkit on Synthetic Drugs, including related social media coverage. •Provide substantive support to consultative and other GLOU54 meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; undertake outreach activities; conduct training workshops and seminars; make presentations on assigned topics/activities. •Participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.; support all action related to maintaining the flow of information on the Toolkit with collaborating partners as well as other relevant UNODC counterparts, including senior management. •Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.). •Perform other work-related duties as assigned.

Competencies PROFESSIONALISM: Has knowledge and understanding of theories, concept and approaches relevant to technical cooperation and programme/project implementation, in particular with regard to synthetic drugs. Has knowledge of major international drug control and crime prevention related issues, as well as knowledge of the UNODC mandate and policies. Is able to deal with multiple tasks under tight deadlines and work under pressure. Has sound judgment and good analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues. Has excellent drafting skills and a demonstrable capacity to prepare high quality concept notes, reports and briefings and promotional material. Education Advanced university degree (Master’s degree or equivalent) in political/social sciences, international relations, international development, forensic science, public policy, administration or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professional Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (GtoP).

Work Experience A minimum of 2 years of professional work experience at the international level, in a drug control and crime prevention related area including programme/project formulation, development, execution, implementation, monitoring/evaluation and reporting is required. Experience in the development of online databases, content management systems and websites related to drug control and crime prevention is required. Experience in the preparation and presentation of technical and scientific data in order to facilitate knowledge exchange between various stakeholders, including researchers, practitioners, and policy makers is required. Experience with drug control and crime prevention related strategies, particularly as they relate to synthetic drugs, is desirable. Experience working with design software programmes/applications (e.g. Adobe creative package) for developing and maintaining creative content for online platforms is desirable. Experience in organizing workshops and fora, including online, as well as other similar events, is desirable. Experience working with the United Nations system or other similar international organizations is desirable. No experience is required for candidates who have passed the Young Professional Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (GtoP).

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French or Spanish is desirable. Knowledge of another United Nations official language is an advantage.
