You have:
- Bachelor’s degree in Information Systems, Computer Science, Engineering, Public Policy, Economics, Development Studies, Management, or a related field.
- 2-4 years of professional experience in programme management, project coordination, consulting, public-sector delivery, digital transformation initiatives, or a related area.
- Demonstrated experience supporting implementation and delivery, not only strategy or research.
- Strong organisational, analytical, and communication skills, with the ability to manage competing deadlines and produce high-quality written outputs.
- Fluency in English (written and spoken).
- Exposure to ICT, digital government, GovTech, innovation, or technology-enabled programmes.
- Experience working with or alongside government institutions or development partners.
- Familiarity with programme management tools, dashboards, or delivery tracking methods.
- Knowledge of Rwanda’s digital transformation agenda or prior experience working in Rwanda’s public sector.
- Working knowledge of French and/or Kinyarwanda.

Role Summary
The Tony Blair Institute has supported the Government of Rwanda since 2008 across a broad range of national priorities, including digital transformation, innovation, and public-sector reform. Technology is a core enabler across TBI Rwanda’s advisory work, supporting government to design, implement, and deliver high-impact programmes aligned to national development priorities.
The Associate – Digital & Tech Programme & Delivery will support the Tech Strategy & Policy portfolio under the Ministry of ICT and Innovation (MINICT). The role is focused on programme management, delivery coordination, and analytical support, ensuring that tech strategy and policy priorities are translated into well-managed, executable initiatives.
Working closely with the Manager – Tech Strategy & Policy, the Associate will act as the delivery engine for the portfolio—tracking progress, coordinating stakeholders, managing risks, and supporting high-quality engagement with senior government counterparts and partners.
The position is based in Kigali, Rwanda, and is offered on a fixed-term contract of up to twelve (12) months.
Key Responsibilities
1. Programme & Portfolio Management
- Support day-to-day programme management of the Tech Strategy & Policy portfolio, maintaining integrated workplans, delivery trackers, timelines, and risk logs across multiple initiatives.
- Track progress against agreed milestones and priorities, proactively identifying delivery risks, bottlenecks, and dependencies, and escalating issues where required.
- Maintain clear and up-to-date programme documentation, including dashboards, action trackers, decision logs, and Ministerial follow-up trackers.
- Support preparation for senior-level engagements, including steering committees, Ministerial meetings, and portfolio reviews, ensuring materials are accurate, concise, and decision-ready.
2. Tech-Focused Delivery & Analytical Support
- Provide analytical and implementation support across technology and digital transformation initiatives, including policy development, pilots, platforms, and innovation programmes.
- Conduct structured qualitative and quantitative analysis to inform delivery planning, sequencing, and prioritisation of tech initiatives. This shall include among others the following:
- Digital readiness and implementations constraints
- Delivery performance of Tech projects
- Stakeholder and ecosystem mapping (GovTech, private sector, development partners)
- Support translation of tech strategy and policy objectives into executable delivery plans with clear ownership, timelines, and success metrics.
- Synthesize inputs from technical teams, solution providers, and partners into clear concise briefs and presentations for non-technical, senior government audiences and stakeholders.
3. Stakeholder & Partner Coordination
- Act as a coordination focal point between TBI, MINICT technical teams, other government institutions, and external delivery partners on assigned initiatives.
- Track stakeholder commitments, meeting outcomes, and follow-up actions to ensure momentum and accountability.
- Support engagement with international organisations, development partners, and private-sector tech actors through preparation of briefing notes, trackers, and coordination materials.
4. Reporting, Learning & Knowledge Management
- Prepare concise, high-quality written outputs, including progress updates, internal briefs, and reports for Country Leadership and government counterparts.
- Support reporting against Objectives and Key Results (OKRs) and other performance metrics for the Tech Strategy & Policy portfolio.
- Capture lessons learned and emerging best practices from delivery, contributing to TBI’s internal learning and global knowledge-sharing efforts.
5. One TBI Collaboration
- Work closely with colleagues across TBI Rwanda and global teams to support integrated delivery and knowledge sharing.
