Org. Setting and Reporting The UN Secretary-General's launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs.

The UN Development Coordination Office (UN DCO) is the UN Office at the forefront of coordinating a collaborative contribution to the UN development system, towards its achievement of the Sustainable Development Goals. The position is located in the United Nations Resident Coordination Office (UN RCO) in Addis Ababa, Federal Democratic Republic of Ethiopia. The incumbent will report to the Head of RCO.

Ensuring that the UN system becomes an inclusive organization requires dedicated and systematic attention to groups and populations that have historically been left behind, including women, youth and persons with disabilities. UN system-wide strategies comprise policies and accountability frameworks for action across all entities and at all levels of the UN. In addition to its responsibilities as a UN entity under these inclusion-related strategies, the RC system has a unique and critical role to play in supporting their implementation by UNCTs.

Responsibilities The role of the Associate Development Coordination Officer will be to support the efforts of the UN in Ethiopia to become an inclusive organization providing dedicated and systematic attention and support to groups and populations that have historically been left behind in Ethiopia, including young people, differently abled people and women. The Associate Development Coordination Officer will work with UN agencies to ensure the implementation of UN system-wide strategies, policies and accountability frameworks for action across all entities and at all levels of the UN.

Specifically, the Associate Development Coordination Officer will:

(1) PROVIDE SUPPORT TO THE OPERATIONALIZATION OF UN SYSTEM WIDE STRATEGIES ON GENDER EQUALITY AND WOMEN EMPOWERMENT, YOUTH AND DISABILITY INCLUSION: - In close coordination with relevant UN agencies and through the UNSDCF coordination structure develop a roadmap for the implementation of UN system-wide strategies on Gender Equality and Women Empowerment, Youth and Disability Inclusion. - Promote and participate in UNCT related scorecard process and follow-up actions, including the development/implementation of UNCT action plans. - Analyse current and planned support related to youth, people with disability and gender equality and women empowerment and provide recommendation on how to strengthen the UN response with regards to LNOB.

(2) SUPPORT MONITORING AND REPORTING OF LNOB RESULTS: - Support inter-agency efforts on results and progress monitoring and reporting regarding the inclusion of gender, youth and differently abled person in UN programmes and operations through the UNSDCF coordination structure, including PMT, OMT, Action Groups and other relevant inter-agency coordination mechanisms - Coordinate IMS data entry on LNOB issues - Contribute to the development of the One UN Country Results Reports.

(3) SUPPORT KNOWLEDGE MANAGEMENT AND INFORMATION-SHARING RELATED TO LNOB: - Disseminate information received on disability inclusion, gender equality and empowerment of women and youth among RCO colleagues and with UN agencies via the UNSDCF inter-agency coordination mechanisms. - Maintain a UNCT knowledge repository on gender, youth and disability issues to provide information as required for different purposes, including proactively identifying entry points for integration of youth, gender and disability in RCO workplans, internal meetings and RC engagements and to influence coherent UNCT action in these areas. - Periodically share information with DCO focal points in HQ and the Office of the Youth Envoy, including progress on implementation of the UN system-wide strategies, as well as challenges & bottlenecks, good practices and achievements.

(4) PROVIDE SUPPORT FOR COORDINATION OF UNCT PARTNERSHIPS WITH ORGANIZATIONS AND NETWORKS ON WOMEN, YOUTH AND DISABILITY: - Provide substantive support to RC/UNCT to develop and implement locally tailored partnerships with organizations and networks working on women, youth and disability. - Contribute to dialogues with partners through the UNSDCF coordination to strengthen the support and engagement by the UN on LNOB issues. - Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. - Documents requirements and background information used for data analysis. - Perform other duties as assigned.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education Advanced university degree (Master’s degree or equivalent degree) in business or public administration, information management, statistics, sustainable development, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in data analytics, business analytics or data science programs is an advantage.

Work Experience A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project/programme management in the context of development cooperation or related area is required.

1 year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone/teleconference or face-to-face.

Special Notice This is a Project Post. Appointment against this post is on a local basis and is temporarily available for six(6) months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located.

THIS POSITION IS OPEN TO NATIONALS OF ETHIOPIA ONLY. National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office. If no suitable local candidate is identified, Ethiopian nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to traveling and relocating to Ethiopia in the event of an employment offer.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
