Org. Setting and Reporting This position is located in the UNODC Regional Office for South-East Asia and the Pacific (ROSEAP), in Bangkok, Thailand. The incumbent will work under the direct supervision of the Counter-Cybercrime Programme Coordinator in ROSEAP, and the additional supervision of the Head of the Global Programme on Cybercrime, based in El Salvador and operating under the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) at Headquarters in Vienna. The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance in the region and, where necessary, globally.

Responsibilities Within assigned authority the incumbent will perform the following specific duties:

  • Contribute to and support counter cybercrime, digital forensic, cryptocurrency and cyber legal assessment, capacity building and technical assistance activities.
  • Implement activities under the Global Programme on Cybercrime, under the guidance and day-to-day direction of the assigned project manager and ROSEAP-based Counter-Cybercrime Programme Coordinator (Counter-Cybercrime and Cryptocurrency Advisor), by delivering, contributing to and ensuring coordination among the relevant personnel and units in particular with regard to the administrative set up of the activities, subcontracting of services and financial monitoring and reporting.
  • Cooperate and coordinate with the field office, regional section and other sections at UNODC Headquarters on implementation arrangements and provide detailed specifications for activities.
  • Assist with the coordination of cybercrime projects in planning the implementation of the project’s strategies and activities as outlined in the project document by providing substantive and administrative support and inputs.
  • Assist in the preparation of and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefing notes and presentations.
  • Draft/prepare reports, inputs for reports and briefing notes as required for the use by other Sections, Branches and Divisions of UNODC or other UN Secretariat organizations.
  • Maintain expertise on recent technical and policy trends within cybercrime and cryptocurrency.
  • Assist in organizing and facilitating international, interregional and national activities and meetings in countering cybercrime and the criminal use of cryptocurrencies.
  • Perform other work-related duties, as required.

Education An advanced university degree (Master’s degree or equivalent) in law, law enforcement/policing/intelligence, computer science, computer forensic or closely related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of demonstrable professional experience in delivering counter-cybercrime and/or digital forensic law enforcement operations and/or prosecutions, including at international level, is required. Experience with frontier technologies and digital forensic software is required. Experience with the United Nations or similar international organization is desirable. Experience with internet service provider (ISP) and development of national cybercrime legislation is desirable. Technical experience with conducting data analysis, adapt raw data and deliver trainings on counter-cybercrime topics, i.e. cryptocurrencies and darknet, is desirable. Work experience in Southeast Asia and/or the Pacific is desirable. No experience is required for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable. Knowledge of regional languages and dialects is an advantage.
