Office/Unit/Project Description

In 2020, the UN System emitted approximately 1.5 million tonnes of CO2eq through its operations around the world. The six largest humanitarian organisations alone operate more than 11,000 combustion generators to produce electricity needed for public infrastructure, such as water pumping and health facilities. Many humanitarian organisations are aiming to act to achieve carbon neutral energy production on the ground. A Multi-Partner Trust Fund (MPTF) will be introduced to allow country wide decarbonisation programs in humanitarian operations. Along with the actions to solarize the infrastructure of the UN entities as a first step energy usage will be reduced to cut on costs and emissions. The implementation of efficient appliances and procedures can lower energy demand and costs immediately. This will also reduce the energy-provision requirements of renewable systems down the line, resulting in more efficient, cost-effective electricity provision. These measures will have additional positive impacts, such as the development of a vibrant renewable energy market in fragile areas, who are facing the burden of migration and the adverse effects of the climate crisis.

The Decarbonising Humanitarian Energy (DHE) MPTF will facilitate a Centralised Clean Energy Service (CCES), which aims to (a) reduce energy consumption and costs for individual client organisations, (b) support a simplified involvement of the private sector to increase its investment capacity, (c) coordinate the grouping of multiple projects together (“bundling”) to achieve economies of scale and unlock innovative financing mechanisms, (d) produce a suite of evidence-based communications materials that promote lower carbon operations, and (e) open opportunities to improving energy access to the displaced and local host communities

The implementation of the solution will follow the UNDP Green Energy Smart Facilities approach which guarantees efficient, innovative and sustainable management of technologies for UN facilities and other partners, in consistency with Sustainable Development Goals (SDGs). This approach is delivered by the UNDP Information Technology Management/Smart Infrastructure Services team, which among other technologies, is committed to offer a framework of best practices, and to deliver resilient, highly available and sustainable green energy solutions and services that enable innovation to flourish throughout the organization.

The Associate Coordinator will be responsible for assisting, and liaising with, the DHE MPTF Secretariat in the delivery of the work packages, administrative tasks and continued development of the CCES. In addition, the Associate Coordinator will act as the focal point between the DHE MPTF’s in-country team and UNDP’s UNDP Information Technology Management/Smart Infrastructure Services business . The Associate Coordinator will also ensure alignment with the UNDP Information Technology Management/Smart Infrastructure Services business, by establishing and developing relationships with customers, suppliers and other partners.

Institutional Arrangement

  • The Associate Coordinator will report to the Lead of the DHE MPTF Secretariat, which is expected to be housed at UNITAR during the Inception Phase, and the UNDP Chief of Smart Infrastructure Services
  • Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home country upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements

Duties and Responsibilities

  1. Scope of Work (5 to 7 items only)

The main functions of the Associate Coordinator will include:

  1. Assist the DHE MPTF Secretariat with oversight and exercising overall accountability:
  • Supporting the development of the Fund’s Terms of Reference and Operations Manual during the Inception Phase;
  • Supporting the strategic direction, the management strategy and regularly reviewing associated risks of the Fund and associated activities during the Operational Phase;
  • Reviewing and approving proposals submitted for funding and ensuring their conformity with the requirements of the MPTF Terms of Reference, the budget and workplan for the Fund;
  • Reviewing Fund status and overseeing the overall progress against the results framework through monitoring, reporting and evaluation;
  • Reviewing and approving the periodic progress reports and final narrative, reports, consolidated by the Secretariat based on the progress/final reports, submitted by the Participating Organisations;
  1. Assist the DHE MPTF Secretariat with coordination support:
  • Advising on strategic priorities, programmatic and financial allocations, in accordance with the Fund’s Operations;
  • Providing planning, logistical and operational support;
  • Providing technical support for the project implementation to Consortium Partners and other implementing partners;
  • Developing and implementing resource mobilisation plans in accordance with approved strategies and in collaboration with the other Consortium Partners;
  • Ensuring the monitoring of projects (including risks relating to environmental and social safeguards) as well as potential operational risks and overall performance of the Fund (i.e., facilitate monitoring and evaluation of the Fund;
  • Promoting communication, advocacy and political engagement as well as spearheading communications with external partners regarding the Fund.
  1. Assist with implementing the CCES using the 7-Step Best practice and building local capacity
  • Establish the foundation of cooperation, through innovative and proven strategies and best practice, such as the 7-step green energy solution;
  • Act as focal point between the DHE MPTF’s in-country team and UNDP’s Green Energy Team to facilitate timely transfer of, and responses to, project updates, data, deliverables and concerns;
  • Nurture and develop long-term partnership with end users, local partners, and communities living in displacement settings into valuable business collaborators;
  • Explore opportunities of collaboration for local capacity building;
  • Develop new opportunities for local capacity building and training programmes, including executive training/coaching programmes;

Have a good understanding of the businesses' products and/or services and provide specialist advice in the context of humanitarian sector
