Org. Setting and Reporting The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The United Nations Human Settlements Programme (UN-Habitat) is the coordinating agency within the United Nations System for human settlements activities and in collaboration with governments responsible for promoting and consolidating collaboration with all partners including the private sector, local and sub-regional governments, non-governmental organisations, in the implementation of sustainable development goals (SDGs), especially SDG 11 -Make Cities and Communities inclusive, safe, resilient and sustainable, and focal point for monitoring implementation and reporting on the New Urban Agenda (NUA). UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities.

This position is located in the Planning Finance and Economy Section, Urban Practices Branch within Global Solution Division in United Nations Human Settlements Programme and typically reports to the Progamme Management Officer, Urban Planning and Design Officer.

Responsibilities Within delegated authority, the Associate Coordination Officer, will be responsible of the following duties:

1. Provides substantive support for the development and implementation of the Global Future Cities Programme in Turkey - Assists in the design and implementation of the UN-Habitat’s SDG Project Assessment Tool; - Organises and delivers SDG Assessments Sessions for implementation of the Tool; - Reports on SDG Assessment Sessions, in line with the pre-defined reporting format and shares the reports with project partners; - Compiles and analyses information on the latest developments of the use of new types of data sources and tools for sustainable development; - Provides substantive and analytical support to Urban Practices Branch in preparing and positioning the UN to accelerate the achievement of the Sustainable Development Goals (SDGs) in the country, including the drafting of reports, as well as analytical and position papers; - Contributes to research and development of tools and methodologies related to Global Future Cities Programme at the country level; - Keeps abreast of emerging development issues to optimize UN-Habitat’s analytical capacity to respond to national priorities; - Contributes substantively to the development and implementation of peer review and quality assurance mechanisms for UN-Habitat’s research products; - Administers planning, monitoring and reporting system and contributes to the development of the One UN Country Results Report.

2. Assists in the development and expansion of strategic partnerships in Turkey, including with UN entities at regional and HQ level, government counterparts, research institutes, leading global thinkers on development, and civil society, among others. - Supports UN-Habitat’s work with national data and statistical systems, facilitating engagement with national entities and data systems; - Communicates and coordinates with existing partners and helps form new partnerships with UN agencies, academia, the private sector, and governmental agencies to further the use of data science for development. - Communicates and coordinates with internal and external partners on data collection and project/research implementation; - Supports the convening of key thinkers on sustainable development and 2030 Agenda to provide inputs on, advise and steer the localization of SDGs agenda in Turkey. - Assists in strengthening the partnerships with research institutions and similar entities in Turkey across the UN system though concrete collaboration on areas of the 2030 agenda.

3. Undertakes monitoring and reporting of results achieved by the Planning Finance and Economy Section of UN-Habitat under the UN Development Assistance Framework (UNDAF) - Supports inter-agency efforts on results and progress monitoring and reporting specifically in Turkey; - Assists in preparing the Planning Finance and Economy Branch monitoring and evaluation (M&E) framework and reporting results at country level. - Contributes to independent evaluations of Planning Finance and Economy Section’s activities in Turkey, including the Global Future Cities Programme related to monitoring, evaluation and reporting; - Serves as country focal point for country-level M&E initiatives and networks.

4. Supports knowledge management and capacity development related to the Global Future Cities Programme - Supports the knowledge management activities through news, stories and articles regarding the Global Future Cities Programme in Turkey; - Promotes city-to-city learning and knowledge exchange activities of the capacity building partners; - Ensures alignment of UN-Habitat’s capacity building activities with other programme partners; - Assists in the sharing of best practices within the section in the (sub)region and globally, based on a solid understanding of the incentives that people need to utilize knowledge. - Advocates for knowledge sharing, inspiring others within the section to contribute their expertise through internal and external platforms and tools, working closely with colleagues at the regional level to ensure usable knowledge is shared between and applied. - Assists in the identification of good practices and lessons learned within the Global Future Cities Programme and share findings with HQ, Regional and country colleagues so that best practices benefit UN-Habitat’s work; - Contributes to the UN-Habitat’s exchange of best practice, trends, knowledge and lessons learned with external partners. - Provides substantive support for assigned thematic activities and knowledge-sharing forums and encourages others to participate. - Contributes to knowledge sharing (including through training and peer exchange) amongst UN-Habitat staff on issues related to the Global Future Cities Programme methodologies and tools; - Draws upon other UN experiences, lessons learned and knowledge networking to provide contributions to strategic planning processes.

Education Advanced university degree (Master’s degree or equivalent degree) in urban planning, sustainable urban development, social sciences or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, sustainable urban development, knowledge management or project/programme management in the context of development cooperation or related area is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Turkish is required. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
