Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), Bamako. The (Reporting Officer) reports to the Regional Chief of the Conduct and Discipline Team. Under the authority of the Regional Chief of the Conduct and Discipline Team, the Associate Conduct and Discipline Officer is in charge of the management and the analysis of the data in the Case Management Tracking System (CMTS), to identify the trends, initiate the reports and give any information requested to CDT related to conduct and discipline matters

Responsibilities Within delegated authority, the reporting officer will be responsible for the following duties:

•Assist in identifying trends/patterns, lessons learned and best practice relating to conduct and discipline issues with a view to furthering mission’s objective in policy development, preventive actions and awareness-building initiatives; •Under the guidance of the conduct and discipline officer, assist in conducting reviews of alleged misconduct by UN peacekeeping personnel; receive and document complaints, gather information and discuss this with conduct and discipline officer whether further investigation is warranted; analyze relevant information and advise on actions to be taken based on an impartial and independent examination of the facts, liaise with relevant parties internally and externally; undertake appropriate follow-up; •Keep current on developments and trends in the field of conduct and discipline and contribute to the development of measures to increase awareness of UN peacekeeping personnel about the UN standards of conduct and to prevent instances of misconduct, e.g, assist in the development and implementation of awareness raising programs, including the provision of training on conduct and discipline matters, assist in the development of mission-specific measures to detect personnel misconduct, and ensure compliance with UN standards, propose strategies for preventive measures, etc. •Carries-out well defined research and analysis on the consist application, within the mission, of UN policies, procedures, and guidelines related to various aspects of conduct and discipline work; identify and suggest problems and issues to be addressed and propose corrective actions, liaise with relevant parties; propose follow-up action; draft progress and briefing reports; develop or contribute to the drafting of any relevant written document for any information, concept or briefing notes, discussion themes, presentations, reports, standard procedure, to be submitted the Chief of conduct and discipline; •Contributes to maintaining and monitoring a data management system for all categories of personnel misconduct; assist in performing data mining and data analysis to produce narrative and statistical reports; •Prepare various draft outputs, e.g. management briefing, background papers, presentation, analysis, sections of reports and studies, inputs to communications, publications, etc.; •Contributes to identifying, establishing and maintaining contacts and partnerships with UN and other actors (national and international) with a view to pursuing the agenda for conduct and discipline activities, including assistance to victims of misconduct; •Contributes ideas and provides other substantive inputs for planning, development and implementation of public information and community outreach measures pertaining to conduct and discipline issues; •Participate in the overall planning of the unit’s work program and handles the day-to-day coordination of activities with other mission components (e.g. gender, legal officers, human resources, security, training, child protection etc. and UN entities); •Perform other duties as required.

Competencies Professionalism: Knowledge and understanding of institutional mandates, policies and guidelines pertaining to conduct and discipline and knowledge of UN institutions. Ability to deal with confidential subject matter. Demonstrated professional competence in assignments held to date. Sound knowledge and practical application of theories, concepts and standard methodologies of data management and analysis, including experience in data management, data mining and data analysis using a variety of database and reporting tools. Experience in assembling information and drafting reports. Analytical and evaluative skills to conduct independent research and analysis. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to apply good judgment in the context of assignments given. Ability to work under pressure. Ability to work independently with minimal supervision. Communication: Speaks and writes clearly and effectively including by drafting a variety of analytical reports in a clear and concise style; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Client Orientation: Considers all those to whom services are provided to be "clients " and seeks to see things from clients' point of view-Establishes and maintains productive partnerships with clients by gaining their trust and respect-Identifies clients' needs and matches them to appropriate solutions-Monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems-Keeps clients informed of progress or setbacks in projects-Meets timeline for delivery of products or services to client.

Education An advanced university degree (Master’s degree or equivalent) in the field of social sciences, Information technology, law, human rights, statistics, human resources management or other related area. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least two years of progressive responsible experience in positions in the field of conduct and discipline, law, human rights and/or human resources management is required. Experience with data management including database is desirable. Experience with application of UN rules and regulations related to conduct and discipline is desirable, as well as experience in UN peacekeeping missions.

Languages English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in oral and written French and English is required.
