The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refuge and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. UNHCR has also been involved in various IDP operations at the request of the concerned countries or the United Nations General Assembly/Secretariat General (UNGA/SG). Further to the humanitarian reform in 2005, UNHCR has been appointed to ensure the leadership of Protection, Shelter/NFI, and Camp management and camp coordination clusters in emergency settings. As a result, the staffing requirements have increased in UNHCR’s operations worldwide. In Nigeria, UNHCR plays the role of co-sharing with IOM the Shelter/ NFI and CCCM sector, coordination for the Protection sector working group. In the meantime, UNHCR, as a protection agency, is implementing activities to promote a favorable protection environment. In addition, UNHCR Nigeria continues to respond to a complex humanitarian situation in northeast Nigeria which has caused massive internal displacement and refugee outflows into the neighboring countries of Cameroon, Niger, and Chad. UNHCR’s humanitarian response targets IDPs, IDP and refugee returnees in this complex humanitarian environment. The 2021 Humanitarian Response Plan (HRP) puts the number of IDPs in Northeast Nigeria at 2.2 million. The ongoing efforts by the Nigerian forces to liberate more areas from Boko Haram control continue to create new displacements. As the military liberates new areas, some IDPs spontaneously return to their Local Government Areas (LGAs). The improved situation in some areas also engendered the spontaneous returns of refugees from neighboring countries. The movement of the humanitarian actors to the areas outside the state capitals is through helicopters. In some locations, humanitarian hubs, where humanitarian workers can stay on mission for a maximum period of three days, have been established.

Within the delegated authority and under the direct supervision of the Administrative Officer, Maiduguri, theUN Volunteer will undertake the following tasks: In particular, s/he will: • Participate in the assessment of operational and security infrastructure needs in each UNHCR office/guesthouse premises in the Area of Responsibility (AOR) with the aim of reducing operating costs while increasing productivity. • Monitor and coordinate the work of other staff as directed by the Head of Offices in accordance with the standards set by Headquarters. • Maintain an up-to-date inventory of all infrastructure and equipment under AOR. Draft procedures and instructions to promote a better understanding of the use of the UNHCR office/guesthouse premises. • Participate in the assessment of security related projects in coordination with the Field Security Advisor and assists in the formulation/implementation of recommendations on MOSS/MORSS compliance. • Actively participate in meetings related to facilities management to ensure that all decisions taken meets the UNHCR’s operational and security requirements. • Manage directly all related activities connected with the implementation of the required facilities management services in the facilities under his/her responsibility. These may include but are not limited to the facilities maintenance/repair, cleaning services, minor repairs, etc. • Liaise with services providers and monitor the implementation of the contracts of external suppliers for the delivery of the above services and advise on, and negotiate if required, the improvement of said contracts. Support the lease renewal process and monitor lease critical dates report (extension/amendment). •Prepare payment schedules for rent payments; prepare requisitions (off-line) and follow up with purchase orders, maintain records, and distribute invoices to managers for approval; liaise with vendors to clarify and resolve billing discrepancies. • Support the lease renewal process and monitor lease critical dates report (extension/amendment) • Undertake other relevant duties as required

Borno State is a high-risk area and continue to be the epicentre of the insurgency with Maiduguri town as its state capital. Most parts of the NE region are mainly affected by armed conflicts and terrorism. Crimes including kidnapping are also prevalent in many areas. Missions to the deep field where most IDPs have been residing is dependent on UNHAS helicopters that fly to various Local Government Areas (LGAs). Official movements within the town are safe and carried out with armoured vehicles. For now, movement by road out of Maiduguri town has been suspended due to high risk of abductions/kidnappings perpetrated by None State Armed Groups (NSAGs). There are eight humanitarian hubs located in deep field. One UNHCR Field Office is located at Yola in neighbouring Adamawa state. There is an UN Clinic located in Maiduguri. A few civil health facilities are also available in the city. Should there be any need for referral to bigger hospitals, patents are usually referred to the capital city Abuja, that hosts several good ones. International personnel reside in UNHCR guesthouse facility located in Maiduguri town. For groceries and other items, designated safe shopping areas can be found within Maiduguri town. Maiduguri city has an international airport though only domestic flights operate mainly connecting Maiduguri with Abuja.
